- The Naval Air Warfare Center Aircraft Division (NAWCAD)-Patuxent River has a requirement for an instrument that is capable of measuring laser wavelengths and line widths in support of AIR 4.5 Avionics Department. The anticipated value of this acquisition is under the Simplified Acquisition Threshold. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is being synopsized under North American Industry Classification System (NAICS) Code 334515; the small business standard is 500 employees. Offerors must be registered in the Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any Department of Defense (DoD) contract. This may be accomplished electronically at http://www.ccr.gov/vendor.cfm. NAWCAD-Patuxent River has a requirement for an instrument that is capable of measuring laser wavelengths and line widths that meets the following minimum requirements: Purpose: Measurement of Laser Wavelengths and Linewidths Laser Types: Both CW and Pulsed Wavelength Range: 400 nm to 1100nm Measurement Accuracy: 0.01 cm-1 Maximum Bandwidth: 450 Ghz Maximum Pulse Repetition Rate: 20 Hz Desirable Qualities: Measurement Accuracy: 0.01 cm-1 Maximum Bandwidth: 9 Ghz Dimensions and Weight: Small, Lightweight, Portable Any quote offering products that do not meet these minimum requirements will not be considered responsive. The quotation shall include FOB Destination shipping terms. Deliveries shall occur no later than 8 weeks after receipt of order. Delivery will be made to: Naval Air Warfare Center (PAX), Alan E. Laux, AIR 4.5.6, 22347 Cedar Point Road, NAVAIR Bldg 2185, Suite 1100, Patuxent River, MD 20670-1161. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis. Therefore, it is incumbent on the offeror to provide sufficient technical literature and documentation in order for the Government to make an adequate technical assessment of the proposal. No discussions will be held with offerors. The clause at 52.212-1, Instructions to offerors-Commercial Items, (Jan 2005) is incorporated by reference and applies to this acquisition. The provision at 52-212-2 Evaluation-Commercial Items (Jan 1999) applies to this acquisition. The Government will award on a best value basis, based on technical requirements (minimum and desired), prior sales, and cost. The offeror shall provide backup information verifying the price offered; e.g. a copy of current catalog, invoices for the same equipment, etc. Each offeror shall list three contracts along with the POCs within the last five years. Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial (Mar 2005) with its quote. FAR 52.212-4 Contract Terms and Conditions -- Commercial Items (Oct 2003) is incorporated by reference and applies to this acquisition.
