- CONTRACTING/PROPULSION/3001 STAFF DR/STE 1AF1 99A/TINKER AIR FORCE BASE OK 73145-3032. Item: NSN 6150-01-308-8498PR, P/N: 7156M48G01, Cable Assembly Spec. Delivery: 30 Mar 2007. Purchase Request: FD2030-07-80444. The solicitation number is FA8104-07-R-0179. The solicitation is a request for proposal (RFP). Closing date for synopsis will be received at the issuing office until 4:00 PM on 2 January 2007. Qty Range: Min: 23 each & Max: 69 each, revalidation required. Application. GE F110-129 Series Engine. Destination: Tinker AFB, OK 73145-3032. Description: Electric cable-electric wiring-plastic wrapping. Metal alloy connectors. Function: Use in assembly of F110-129 engine. Measurements are approximate 6 ft to 8ft in length. Packaging Requirement: MIL-STD-2073-1D, Standard practice Military Packaging. Shipping and storage markings shall be in accordance with MIL-STD-129 P as follows IAW AFMC Form 158. The solicitation will contain instructions for obtaining further information on the requirement. Qualification requirements: Sources must be qualified prior to being considered for award. Qualified source may submit a bid, proposal, or quotation which shall be considered. Qualified source(s) are; (Cage) 63760 BAE Systems, 2000 Taylor St., Fort Wayne, IN 46802. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the item of award in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as cited in each individual solicitation. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. This solicitation document, incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 97-20 (FAC). The North American Industry Classification System Code (NAICS) is 336412. The qualifications requirements for these items were established prior to 10 OCT 1984 and the requirements of FAR 9.202(A) do not apply. The qualification requirements apply to all line items. The approximate issue date of RFP will be 2 February 2007. New/Unused Government Surplus may be acceptable. P/N and MFG verification, Prior Government ownership, 100% end item inspection, Test and verification, Verifiable dimensions, Location inspection testing, initial acceptability items. Initial acceptability items (AFMCFARS 5352.211-9014) a quantity of all items will be tested for initial acceptance. Test will be conducted using the following criteria (and location of testing) USAF TECHNICAL ORDER AND PERFORMED AT TINKER AFB, OK. Remarks: Other than New and Unused condition is not acceptable for procurement. The material is required to be in, original shipping container/package and market with original pertinent data. Only new/unused material is acceptable due to configuration and the operating environment. Modification/inspection and extensive testing to ensure configuration and serviceability of surplus material will offset any cost savings. This item is used on the F110 series engine and once airborne, is considered safety of flight. Misrepresentation of this statement by any vendor shall be cause for rejection and returned of the item at NO COST to the government. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. Authority: 10 USC 2304(C)(1). Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy the agency requirements. The proposed contract action is for supplies and services for which the government intends to solicit and negotiate with only one, or a limited number sources under the authority of the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all AR 6.302. All proposals received within forty-five (45) days after date of publication of this synopsis will be considered by the government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Award will be made only if the offeror, the product/service, or the manufacture meets qualification requirements at the time of the award in accordance with FAR clause 52.209-1. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination price and past performance factors, technical capability, as it may be detailed in the solicitation. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting office, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as the source of the concern. The Ombudsman does not participate in the evaluation of proposals or the source selection process.
