Description
The FAA is seeking general construction firms to perform the following modernization project at the Air Traffic Control Tower, Abraham Lincoln Capitol Airport, Springfield, Illinois: Facility improvements to be completed under this transmittal include, but are not limited to, the following: 1) Replace base building backup Air Handler unit, RTAC-2; 2) Relocate tower condensing units, CU-2 & CU-3; 3) Replace domestic water backflow preventor; 4) Install Passage in the Solar Chamber to allow installation of Backflow Preventor; 5) Replace tower air handlers, AHU-2 & AHU-3; 6) Replace base building heating air handler, AHU-1; 7) Replace three (3) humidifiers, H-1, 2, & 3; 8) HVAC Commissioning; 9) Mechanical training, test and Balancing; 10) Add a door from 2nd floor to base building roof; 11) Replace door Handles from Knobs to lever type; 12) Repair parking Lot entire surface requires removal and repaving; 13) Fix grounding plate terminations (multi point and single point ground plates); 14) Install Surge arresters located at MDPN; 15) Upgrade Lightning protection of base building; 16) Additional Panels (essential and non-essential) at Junction level; 17) Re-Seal concrete panels and exterior curtain walls. Includes crane rental; 18) Replace exterior doors; 19) Paint Cab Exterior surfaces; 20) Resurface concrete catwalk; 21) Epoxy paint catwalk; 22) Replace Sidewalk access Ramp, Repair sidewalks (quoted to facility); 23) Repair access road 300' requires removal and repaving; 24) Replace two (2) tower water booster pumps & valves; 25) Replace light fixtures (avoid harmonics distortion); 26) Replace EXIT lights with LED type; 27) Refurbish emergency lights and other work as required on the project drawings and specifications. Additionally, this solicitation may list as optional items: Refurbishing of the entire parking lot; and, Refurbishing of the entire access road. Offer range is between $500,000 and $1,000,000 with a performance time of approximately 180 calendar days. Construction start is anticipated for spring 2007. Only prime contracting firms should complete and return the pre-qualification Screening Information Request (SIR) Application No. DTFAGL-07-R-00106. ALL SIR APPLICATIONS ARE DUE BY CLOSE OF BUSINESS THURSDAY, JANUARY 4, 2007. FOR APPLICATION SEE OUR WEBSITE AT HTTP://FAACO.FAA.GOV. Upon completion of evaluation process, only those firms determined to be qualified will be sent a Request for Offer (RFO). The RFO is anticipated to be available by January/Februay 2007. FOR INFORMATIONAL PURPOSES ONLY for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
