- The Electronic Warfare Sustainment Group plans to award a 3 year repair contract for the repair of the ALR 56M Frequency Selectable Oscillator (FSO) NSN 5955-01-362-4598EW Part number 3303373-101 and the Frequency Converter (FC) NSN 5963-01-362-9731EW Part number 3303376-101, which are critical to the mission support of the F-16 C/D aircraft. Quantities for the FSO are: for the basic year BEQ 15ea, Option I BEQ 13ea, Option II BEQ 10ea. Quantities for the FC are for the basic year BEQ 14 ea, Option I- BEQ 4 ea, Option II BEQ 2 ea. Delivery schedule: Fastest turn around IAW CREP within 90 days of funded ARO or receipt of repairable asset whichever is latest IAW DD Form 1423. Destination for repair assets is EWSG/GBWBA Microwave East is the only source that possesses the unique capabilities to manufacture the FSO and is the only source qualified to repair it. The government does not have adequate date for another source to use to repair. The data is a source control drawing only, which lacks parts list, material, processes, interface requirements, schematics and testing requirements. The anticipated award date is June 2006. No telephone requests will be accepted. Only written or faxed requests received directly from the requestor is acceptable. All responsible sources solicited may submit a bid, proposal, or quotation that shall be considered. Authority: 10 U.S.C 2304(C)(1). Justification: The equipment required is available from only one, or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for equipment for which the government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Numbered Note 22: This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if the award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Security clearances will be required for all bidders or Offers. All potential offerors should contact the buyer/PCO identified above for additional information and/or to communicate concerns, if any, concerning this acquisition. This acquisition does involve technology that has a military or space application. The only U.S. contractors who may participate are those that are certified and registered with DLSC (1-800-352-3572) and have a legitimate business purpose. U.S. contractors must submit a copy of their current, approved DD Form 2345 with their request for solicitation. To request this certification, write to the Commander, Defense Logistics Services Center, Attn: DLSC-FEB, Federal Center, Battle Creek, MI 49017-3084 and request a copy of Department of Defense Form 2345. No foreign participation in this acquisition will be allowed. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (09-MAR-2006).
