- The purpose of this amendment is to change the title of the synopsis from "MICA Study" to "Scallop and Habitat Survey" and change the solicitation number in body of the synopsis from PR-NC-07-10072 to PR-NC-07-10074. There are no other changes. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6 "SOLICITATION FOR COMMERCIAL ITEMS", AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is for Scallop and Habitat Surveys and is for FULL AND OPEN COMPETITION. The North American Industry Classification System (NAICS) Code is 541990-All Other Professional, Scientific and Technical Services. The solicitation number is PR-NC-07-10074, and the solicitation is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-13. A firm, fixed-price contract is anticipated to result from the award of this solicitation. Statement of Work, Background The U.S. Environmental Protection Agency?s (EPA) National Health and Environmental Effects Laboratory (NHEERL) recently described a framework and implementation plans for ecological effects research on aquatic stressors. One goal of this research is to develop stressor-response relationships and models linking habitat alteration and loss to responses in bay scallop (Argopecten irradians) populations. The Atlantic Ecology Division (AED) is developing these models for the bay scallop and needs data on bay scallop abundance and recruitment and the habitats associated with this species. Nantucket Harbor in Nantucket, MA has one of the only remaining healthy and well managed population of bay scallops on the east coast of the U.S. and is the ideal location to examine these organism/habitat relationships. The contractor shall provide the necessary personnel, facilities, and equipment to conduct dive surveys at 48 sites within Nantucket Harbor on two separate occasions - once in summer and fall 2007 for a total of 96 sampling events. In addition, the contractor shall measure juvenile scallop abundance via settlement into spat bags and collect water samples for chlorophyll measurements. The EPA will provide the contractor with the location (latitude and longitude in the form of Global Positioning system (GPS) coordinates) of the sampling sites within Nantucket Harbor upon contract award. The contractor shall conduct dive surveys at each location and record the abundance and size of bay scallops, the abundance and size of associated predators, and record basic habitat information. The habitat data to be provided are as follows: Presence/absence of eelgrass, Canopy height of eelgrass, Eelgrass density estimate (such as percent cover or shoot density), Presence/absence of macroalgae, Sediment type, Water depth, Turbidity/seston estimates, Dissolved oxygen, Water temperature, Salinity, Water pH, Sediments samples - to be delivered to EPA, AED for subsequent grain size analysis. The contractor shall collect the data for all parameters listed above. The same locations shall be sampled in both summer (July) and fall (September-October) 2007 with 25 m diver transects. The contractor shall get estimates of bay scallop juveniles via the use of spat bags (mesh bags containing monofilament) within the harbor during the summer to fall months (July- September 2007). Spat bags will be located in the same areas as the dive surveys. A Quality Management Plan/Quality Assurance Project Plan that includes survey methods shall be provided and approved by AED?s Quality Assurance Officer prior to sampling (June 2007). The EPA will provide a format for the report upon contract award. Data from the dive surveys and spat bags shall be entered into an Excel (Microsoft Excel) database ready for statistical analysis by AED. Deliverables.The contractor shall provide: A Quality Management Plan/ Quality Assurance Project Plan, including the survey methods. A format will be provided by EPA upon contract award; however, existing documentation may be acceptable if all elements are met. This Plan shall be provided to the EPA Project Officer at the Atlantic Ecology Division, Narragansett, RI, and approved prior to sampling. One copy of each completed field data sheet, including any quality control data. One hard copy and one electronic copy (in Microsoft Excel) of the computer spreadsheets of the data files. Data should be in spreadsheets based on location, date, and habitat type. Delivery of all data products (2 & 3 above) shall be made to the EPA Project Officer at the Atlantic Ecology Division, Narragansett, RI, by December 1, 2007. Period of Performance The period of performance shall be a 12 month base plus a 12 month option. Special Requirements Divers shall meet OSHA Commercial Diving Standards as stated in 29 CFR 19-10. Proposal Instructions and Evaluation Criteria: The Government intends to award a single contract to the responsible offeror whose technically acceptable proposal represents the 'best value' to the Government. For this requirement best-value will be determined based on Knowledge and Approach to Statement of Work, Qualifications of Key Personnel, Past Performance and Price. The following is a description of each evaluation criterion, including information which must be included with your proposal. Knowledge and Approach to Statement of Work, Qualifications of key Personnel, Past Performance are weighted equally. A. Knowledge and Approach to Statement of Work: In responding to this RFQ, each offeror?s proposal must demonstrate a full and complete understanding of the requirements of the Statement of Work. The offeror must describe the plan to accomplish the scope of work, which includes, but is not limited to, the number of personnel to accomplish the work. Also, the offeror must identify the equipment, supplies and facilities to be used to accomplish the Statement of Work. The offeror must identify likely problems and demonstrate how it proposes to overcome those problems in order to successfully accomplish the statement of work. An offeror?s approach to conducting this support and overcoming any problems must be technically sound, logistically appropriate, and efficient. B. Qualifications, Work Experience and Availability of Key Personnel: Demonstrate capability of proposed Key Personnel to perform the Statement of Work, as evidenced by work experience, education and demonstrated ability and availability. Offerors shall submit resumes for the individual who is proposed/designated as Key Personnel under this contract. Key Personnel is the Project Manager. C. Past Performance: Proposals shall be evaluated on performance under existing and prior research or contracts/subcontracts/orders for services similar to that described in the Statement of Work. Offerors must include in their proposal: (1) a list of research or contracts performed within the last three (3) years and those in process for similar work; (2) brief synopsis which includes the date the work was performed and the client for whom the work was performed (include client name and telephone number). The Government's evaluation shall focus on the quality of service and level of customer satisfaction. D. Price: The proposed firm-fixed-price for the entire project shall be provided. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable. In accordance with FAR 15.404-1 (b).
