THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION AVALIABLE. VCCO solicits for Capability Statements from all qualified small business firms to participate in a Best Value solicitation for admini strative support services. The NAICS Code for this acquisition is 541611 -- Administrative Management and General Management Consulting Services. Contractor shall provide contracting and acquisition support services to the Vicksburg Consolidated Contract ing Office (VCCO), Vicksburg District. This may include contracting support to Vicksburg District (MVK), Mississippi Valley Division (MVD) HQs, and Hurricane Protection Office (HPO). Our immediate requirement is for approximately 8 contract specialists/a dministrators and 2 procurement clerks/technicians to report to the Hurricane Protection Office in New Orleans, LA on or about April 1, 2007. The anticipated duration of the HPO mission is 4 years. The contractor shall conduct the full range of acquisiti on/contracting support associated with the projects that are assigned and provide all requisite documentation to support the Vicksburg Consolidated Contracting Office in the negotiation, award, administration and closeout of task orders, contracts and modi fications. Examples of such tasks and documentation are assistance in competitive award planning and execution, cost or price analysis, establishment of negotiation positions, assisting in conducting negotiations, and full documentation of negotiations (i .e. pre-negotiation memorandum, post-negotiation memorandum). Post award tasks include the follow-up on all contracts/orders, coordinating delivery among multiple contractors working on the same project and definitization of open orders. Contractor shall maintain contract files in accordance with the DFARS and shall ensure a proper audit trail is documented. Department of Defense (DoD) experience as well as construction contracting (design/build) are preferred. The Government will use responses to this SOURCES SOUGHT synopsis to make appropriate acquisition decisions to solicit this project as either small business set-asides or unrestricted. Proposals will be evaluated using a Best Value source selection process that will result in award of a fixed pri ce Indefinite Delivery Indefinite Quantity contract responsive responsible offeror whose proposal, conforming to the solicitation, offers the Best Value to the Government considering technical, past performance, and price. Daily per diem will not be allow ed. The Government anticipates awarding one contract for one base year and four option years. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements as indicated in the Statement of Work to submit Cap ability Statements consisting of appropriate documentation, literature, brochures, and past performance references. In order to demonstrate your ability to recruit qualified personnel, it is requested that you provide resumes of at least 5 candidates (con tract specialists/administrators) you propose to perform the administrative support duties. Each resume should be accompanied by commitments from the potential candidates. The Government reserves the right to verify your candidates commitments. Respond ents must include references and a capability statement for at least two completed or current projects, for which your firm was the prime contractor (or a major subcontractor) within the last three years of work similar in size, scope and complexity. Each reference shall include contact names, addresses, phone numbers, fax numbers, contract numbers as well as a description of the services provided, contract type (i.e., fixed price or cost), and do llar value. Proof of SBA certification for 8(a) and/or HubZone status must also be included. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather marketing information regarding the companys ability to demonstr ate existing or developed expertise and experience in relation to the areas specified in the Statement of Work. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the VCCO in tailo ring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition among small businesses or proceed unrestricted with full and open competition.
