Description
The National Institutes of Health (NIH) Fogarty International Center (FIC) is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses capable of providing management and support of FIC program which provides opportunities for U.S. doctoral students in health sciences to engage in clinical research training at selected research center in developing countries. This program will provide opportunities for U.S doctoral level students in the health sciences to engage in Clinical Research Training at select strong research centers in developing countries. The program is primarily designed for advanced level medical students at U.S. medical schools and doctoral level students at U.S. schools of public health. To the best of our knowledge and experiences there is no other organization (or combination of organizations) that can fulfill the range of activities required in the contract or bring the same level of experience and expertise. The Fogarty International Center (FIC) with support from the Ellison Medical Foundation (EMF) has established a program to provide opportunities for U.S. doctoral level students in the health sciences to engage in clinical research training at selected research centers in developing countries. The program is primarily designed for advanced level medical students at U.S. medical schools and doctoral level students at schools of public health. Applications from other doctoral level health professional students are also welcomed. The FIC has contracted with the Association of American Medical Colleges (AAMC) to partner with the FIC in the management of the program. The following tasks are identified: 1) Task: Develop descriptive materials and publicize the program; 2) Task: Foster the application process across schools; 3) Task: Implementation of a selection process in choosing finalist pool of applicants; 4) Selection and Assignment of Awardees; 5) Task: Organization and Logistics of annual Interview/Site Selection Meeting in Early March; 6) Task: Pre-Training Preparation; 7) Task: Development and implementation of new participant orientation program; 8) Task: Maintaining a U.S. mentoring; 9) Task: Student tracking system and provide ongoing program evaluation and Serving on the Program Steering Committee. Interested firms with the capability of providing the required services are requested to submit a capability statement along with projected pricing, to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 54611 with a size standard of $6.5M. All respondents are requested to identify their firm?s size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government?s requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 15 pages, should include references. Due to time sensitivity, a copy of the capability statement must be received at the address identified in this synopsis by no later than 7 days prior to close of business (5:00 P.M. local time at designated location) on December 14, 2006. Responses by fax or e-mail WILL NOT BE ACCEPTED. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited.
