Description
Product Improvements for the BQM-167A Subscale Aerial Target - The Air Armament Center, Air-to-Air Missile Wing, Aerial Targets Squadron, Contracts Office, Eglin AFB FL. BQM-167 subscale aerial targets are being procured under a competitively awarded contract with Composite Engineering, Inc., using full and open competition procedures. 691st ARSS plans to contract for development efforts to enhance system maintainability and the ability of the BQM-167A to meet operational performance objectives not attainable in the baseline target configuration and for support to BQM-167A pre-operational ground and flight test activities. Improvements anticipated by the Government include recovery system maintainability enhancements, launch phase improvements, radar cross section augmentation and reliability growth. Maintainability improvements include, but are not limited to, reduction of resources and schedule required for recovery system preparation for flight. The BQM-167A parachute configuration, driven by the heavy weight target launch configuration, takes significantly longer to prepare and pack than legacy subscale target systems impacting availability and supportability. A study to identify alternatives to reduce this maintenance impact without adversely impacting the target survivability during recovery is anticipated with a follow-on development, integration, and test activity to verify operation and maintenance performance of the selected alternative. Improvements in the system to ensure consistent target system performance during the launch phase of the flight will also be pursued. This effort is expected to include design modifications to the BQM-167A launch rail, as well as, on-target Rocket Assisted Take-Off (RATO) bottle attachment equipment in order to achieve consistent performance during target departure from the rail and during RATO separation from the target. In addition, the launch phase improvements will include and effort to enhance the robustness of the launch phase portion of the BQM-167A flight simulator. Under reliability growth a study to assess the target design and determine opportunities to increase system reliability and follow-on development, integration, and test activities to incorporate and verify selected system design changes is planned. Finally, support to Government conducted pre-operational ground and flight test activities, including participation in test planning, test conduct, and data analysis, will be required. Completion of these tasks is required prior to September 2007. A Government-owned technical data package of the baseline AFSAT design does not exist to provide interested parties for use in these development efforts. The appropriate North American Industry Classification System (NAICS) code for this proposed acquisition is 336411 with a size standard of 1,500 employees. Interested parties may submit statements of capability (SOC) demonstrating their ability to meet the requirements of these efforts within the required schedule. Responses are required NLT 22 Dec 05. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought Synopsis should not be construed as a commitment by the Government for any purpose.
