- The United States Army Corps of Engineers, in coordination with the Tri-Services Organization (Army, Navy, and Air Force), intends to acquire through contract action on a sole source basis, services of a firm with the capability of providing and/or m aintaining Parametric Cost Engineering System (PACES) registration for approved government users and providing hotline user support for registered government users of PACES. The anticipated source is Earth Tech, Incorporated, 5575 DTC Parkway, Suite 200, Englewood, CO 80111-3016. This is not a formal solicitation or request for quote. This synopsis of intent is to give notice of the Governments intent to make a sole source award. Contractors who can provide the U. S Army Engineering and Support Center with the services, in accordance with the synopsis listed below, are invited to submit electronically an affirmative written response indicating a bona fide ability to meet this specific requirement. This requirement is to provide continued registration and user support for the PACES software for the period 1 January 2007 through 28 February 2007 with a period of performance extension potential of one year. The contractor shall have functional/technic al knowledge of the entire PACES software in order to provide complete technical assistance to registered users by responding to inquiries of a technical or operational nature regarding the PACES software. The parametric approach differs from traditional cost estimating methods by allowing the user to input a minimum amount of information to create a cost estimate. The PACES software is an integrated Windows-based budgeting and cost estimating system that prepares parametric cost estimates for constructio n projects. Interested respondents shall have at least 5 years experience in developing and using PACES. The purpose of this announcement is to determine the availability of this type of service. All respondents shall provide the Huntsville Engineering and Support Center, United States Army Corps of Engineers with their capabilities and past experience in satisfying the requirement. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the Central Contractor Registration (CCR), your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications , and any applicable pricing data or information. All responses should include a point of contact, telephone number, and electronic address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUB Zone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determin e the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency.
