- Description
- This acquisition is a competitive 100% small business set-aside. It is subject to the North American Industry Classification System (NAICS) code 561210, Facilities Support Services. The Standard Industry Classification (SIC) code is 8744, and the Fed eral Supply Class is R499. The contract type will be Firm-Fixed Priced, Requirements. The period of performance will be for a base year, 1 Jul 2007 thru 30 Jun 2008, plus two one-year options. The Contractor shall provide the qualified labor mix described below to meet the Directorate of Public Works (DPW) temporary support needs to accomplish tasks consistent with the stated purpose of the contract through the issuance of task orders. Temporary augmentation for DPW is anticipated to be required in the foll owing areas: 1. Consolidated Barracks Management (CBM): CBM is a pilot program for barracks management. The tasks include billet assignments, terminations, data collection, reporting, key control, facility-furnishing inspections. This effort requires the skills of the following types of labor categories: Project Director, Assistant Project Director, Facility Manager, Field Service Manager, General Clerk IV, Housing Referral Assistant, Computer Systems Analyst II and Custodian. 2. Heating Ventilation and Ai r Conditioning (HVAC) maintenance: This requirement is to develop and manage a preventive maintenance program for HVAC and related equipment. The tasks include planning/scheduling work assignments, developing/maintaining a tracking system, and taking custo mer requests for services. This effort requires the skills of the following types of labor categories: Operations Research Analyst, Maintenance Supervisor, Planner/Scheduler, Service Order Dispatcher, Engineering Technician II, Maintenance Trades Helper, L aborer, General Maintenance Worker, Heating Refrigeration A/C Mechanic and Supply Technician. 3. Maintenance Support: The tasks include general facility maintenance skills such as plumbing, electrical, HVAC, carpentry, masonry, grounds maintenance, etc. Th is effort requires the skills of the following types of labor categories: Maintenance Electrician, Heating Refrigeration A/C Mechanic, Plumber, Maintenance, Electrician, Maintenance, Carpenter, Maintenance, Engineering Technician III, Electronics Technicia n Maintenance III, Laborer and Grounds Maintenance. 4. Mobilization: The tasks include supply operations, warehouse operations, facility inspection, and property book operations. This effort requires the skills of the following types of labor categories: Real Estate Property Manager, Senior Real Estate Clerk, Supply Tech, Laborer, General Engineer III, Planning Project Manager II, Supply Technician, General Clerk IV, General Maintenance Worker, and Maintenance Trades Helper. 5. Integrated Training Area Man agement/Tank Trails: This is preventive maintenance and repair of installation training ranges. The primary objective is to provide Contractor services and deliverables through the performance of operating a diesel-powered motor grader equipped with a scar ifier attachment to grade areas related to construction of roads, training areas, embankments, parking areas, ditches, and other earth-moving projects. This effort requires the skills of the following types of labor categories: Heavy Equipment Mechanic and Heavy Equipment Operator. 6. Engineering (Project Management): The primary objective is to provide Contractor services and deliverables through performance of the application of professional knowledge of civil and mechanical engineering theory, principles , and practices to perform tasks related respectively to the planning, design, and review of civil or structural aspects (for civil engineers) and the planning, design, and review of design and repair support for mechanical and heating, venting, and air co nditioning (HVAC) systems aspects (for mechanical engineers) of a wide range of military facilities. This effort requires the skills of the following types of l abor categories: General Engineer I, Engineer Technician IV and Program Manager. The Government anticipates issuing a Request for Proposal (RFP), W91151-07-R-0003 on or about 29 Jan 07 with a tentative closing date of 23 Feb 07. The RFP will be available f or download at the Army Single Face to Industry website at https://acquisition.army.mil/asfi.
