Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format under Simplified Acquisition Procedures at Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and FAR Subpart 13.5, Test Program for Certain Commercial Items; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotations (RFQ) NLM-07-038/RSH. This solicitation document incorporates provisions and clauses that are in effect in the March 2005 FAR Revision, including all FAR Circulars issued as of the date of this synopsis. The North American Industry Classification System (NAICS) code is 541618 - OTHER MANAGEMENT CONSULTING SERVICES. It is the intent of the National Library of Medicine (NLM) to procure training facilities on behalf of the National Institute of Health (NIH) Office of the Director (OD), New Business Systems (NBS). The facilities must be capable of holding up to 16 individuals for training. NBS training will be provided by the Government into two training Waves. The first wave of NBS Training is scheduled to begin January 8, 2007 and end February 23, 2007. The NBS will need 3 additional computer rooms to successfully conduct the first wave of NBS training suitable to fit up to sixteen (16) people per room. The second wave of training is scheduled to begin March 13, 2007 and end April 30, 2007. NBS requires 11 additional computer rooms for the second wave of NBS training. The training to be executed will be concurrent in each room of the awarded facility and the rooms must be equipped with computers for each student. Computers will need to have the following specifications: (1)O/S Win 2000 other: Windows XP; (2) 1GHz CPU 512 MB RAM; (3) 10 GIG HDD; (4) 15" monitor; and (5) Internet connection: high speed, broadband. The following specifications also must be met: ? Nine out of the 14 rooms required must seat 15 students and the other five rooms, at least 12 students; each room will be used daily; ? Rooms must contain 12-16 computers for each trainee to have their own computer; ? Rooms need to be configured into a classroom style/format, with digital projectors and screens, as well as flipcharts with markers and erasers; ? Contractor?s facility must be within a 10 mile radius of NIH. These requirements are necessary to successfully carry out our training efforts. Contractors capable of providing the specific equipment listed above must submit a quote within 15 days from date of synopsis, December 6, 2006. Contractors must provide FOB (origin/destination). Anticipated date of award is no later than December 22, 2006. Closing date and time for receipt of offers is 12PM Eastern Standard Time on December 20, 2006.
