Description
TITLE: Communication Technologies (CommTech) ??? Program Support DESCRIPTION: AWARD RESULTING FROM THIS REQUIREMENT WILL BE IAW SIMPLIFIED ACQUISITION FAR PART 13. Service to support the CommTech Program by participate in project reviews, collaborate with recognized experts to continue the process of improving and strengthening the communication technology CommTech effort. The services shall be accomplish by limited technical assistance engagements. This effort shall consist of: (1) staying current with wireless and other communications efforts throughout the public safety discipline and continue to represent CommTech interests in those efforts. (2) develop materials for the purpose of promoting CommTech throughout the Justice community. (3) sharing of CommTech lessons learned through the many existing public forums and working groups. (4) make recommendations to the National Instuite of Justice (NIJ) CommTech Program Manager (PM) in regards to the following: where the CommTech Program can be most effective in its contributions, how the CommTech PM can be more effectively partnered with other organizations involved in these issues, how the CommTech Program can participate in key interoperability programs including, but not limited to Safety Community (SAFECOM), and the Capitol Wireless Integrated Network (CapWIN) and the National Public Safety Communications Consortium. (5) provide the NIJ CommTech Program Manager as to the most up-to-date developments and issues pertaining to radio spectrum for public safety, the development of information systems interoperability programs, promising new technologies and systems to improve communication and interoperability, and to assist CommTech in program reviews as appropriate. In addition, information collabration and sharing with those group who share information with the Justice Community is required. Minium Qualification: Senior Law Enforcement Domain Program Manager. An advanced degrees up to the Master level and/or requisite experience. Shall have a minimum of 40 years experience working with the public safety community. Shall have a minimum of 20 years experience with analysis of technology and its impact on policy, business practices, and operations within the public safety community. Shall have a minimum of 15 years experience as a senior-level manager with experience in leading and managing technology programs servicing the public safety community in the areas of regional communication infrastructure, information sharing standards, research, analysis, evaluation, prototype development and testing, and training/technical assistance. Shall have demonstrated experience in developing major new technology programs for the federal government with specific expertise in policy development and strategic planning for state and local public safety. Shall have demonstrated expertise in the areas of requirements forecasting and definition, economic assessment, community outreach, implementation, impact, policy, and logistics for state and local public safety. Shall have demonstrated ability to develop programs for the federal government, state and local public safety in the area of research and development, test and evaluation, performance metrics, standards, technical outreach. Shall have demonstrated ability to develop and maintain key strategic partnerships and alliances across multiple government, state and local public safety agencies and associations.
