Description
RFI #YTCRFI-07-0001 Amendment 1. Yakima Training Center Aerial Fire Suppression Services. This is not a solicitation. It is a Request for Information only. The PWS was not able to be posted. A brief description of the aerial fire suppression services is provided below. 1.2 Scope. The contractor shall provide exclusive use aerial wildland firefighting capability to include one rotary wing aircraft capable of delivering a minimum of 1000 gallons of water in a single trip to fight wildland fires within the confines of Ya kima Training Center (YTC), WA and fires that threaten to enter or pass through the training center. There will be an optional period of performance from 1 April 2007 thru 14 May 2007. The Government has the unilateral right to exercise the two optional p eriods. The base period of performance will be from 15 May 2007 to 30 September 2007. Another optional period of performance will be from 1 October 2007 thru 31 October 2007. 1.3 Background. These services are required to meet fire fighting demands during the high fire danger season and comply with a 1991 Record of Decision (ROD) requiring the Army to provide aerial fire suppression as a mitigation measure for increased use o f training lands at the Yakima Training Center, WA. With the realignment of Army aviation units and equipment, the Armys commitment to the Global War on Terror prevents dedication of limited resources to support the fighting of wildland fires. The 1991 ROD defines the high fire danger season as 1 April through 31 October each year. The Government is trying to redefine the high fire danger season as 15 May through 30 September each year. The use of the 2 optional periods is included in the event that th e high fire danger season is not redefined. 1.4 Intent. The contractor, as an independent contractor and not as an agent of the Government, shall provide the materials, equipment, and labor necessary to provide exclusive use, aerial Wildland fire suppression support to YTC. The Contractor shall pro vide all equipment (except for that equipment listed as GFP in this PWS), labor, and support necessary to perform the functions and provide deliverables included in this PWS. The minimum requirement is to provide delivery of at least 1000 gallons of water by helicopter in a single trip.
