Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis under the authority of FAR 13.106(b)(1), with the Institute of Energy Problems of Chemical Physics of Russian Academy of Sciences (IEPCP) of Moscow, Russia to provide UV spectral data technical assistance. The database of UV spectra is the sole and exclusive property of IEPCP, therefore it is the only source that can provide the UV spectral data in the established format. The Contractor shall provide up to a maximum of 1500 compounds for each compound found in the database having a literature UV spectrum which shall include the following: (1) a literature citation as to the source of the UV spectrum; (2) documentation of the conditions of the measurement (phase, concentration, instrument, resolution, frequency range, special measurement conditions etc.; (3) hard copy of the spectrum; and (4) electronic copy of the spectrum. The Government anticipates the award of a firm-fixed- price purchase order. This notice of intent is not a request for competitive quotations; however, companies that believe they can fulfill the requirement may provide a written response to this notice and provide evidence to substantiate that capability. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition.
