Description
The Corporation For National and Community Service, a wholly owned Federal Government Corporation, intends to award a contract to a qualified Contractor who can provide simultaneous English-to-Spanish Oral Interpretation during the AmeriCorps*VISTA year long Pre-Service Orientation (PSO) for Spanish monolingual AmeriCorps*VISTA members. AmeriCorps*VISTA is a federal program that places members in low-income communities to mobilize resources and increase the capacity of those communities to solve their own problems. There will be five (5) events which will be held on February 13-16, 2007; April 17-20, 2007; July 17-20, 2007; August 21-24, 2007 and December 4-7, 2007. AmeriCorps*VISTA requires a translator to provide the following minimum requirements: The Contractor shall provide staff on site to perform simultaneous interpretation during presentations, workshops, and small group discussions. Translating equipment will be provided by the Corporation. If the Contractor proposes to use own equipment please provides a separate line item regarding the charge. Below is the proposed time breakout for an event: Day #1: Two (2) hours in the evening (6-8); Day #2: Eight (8) hours (8:30 ? 12:30 and 1:30 ? 5:30 (with break for lunch) ; Day #3: Eight (8) hours (8:30 ? 12:30 and 1:30 ? 5:30 (with break for lunch) ; Day #3 ? optional hour: Another hour 5:30 ? 6:30 for an optional session on child care that may or may not have Spanish speaking participants; Day #4: Five (5) hours (8:30 ? 11:30 and 12:00 ? 2:00 (with a quick break (30-mins) for lunch) Note: It is anticipated that all events will follow the same guideline above. PROPOSAL SUBMISSION: (1) A brief description of prior on-site oral translation experience; (2) A statement of familiarity with the AmeriCorps*VISTA program; (3) A statement of corporate capability; (4) A description of key personnel and their qualifications; (5) At least 3 references that may be contacted; and (6) Price (hourly rate based on the hours shown above along with total cost of proposal). PLEASE NOTE: That all proposed prices must be inclusive of all costs, including but not limited to labor, materials, travel and per diem. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HQKMR0703 and is issued as a request for quotation (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-14. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, apply to this acquisition. The provisions at 52.212-2, Evaluation-Commercial Items, apply to this acquisition. Evaluation Criteria. This is a best value procurement and evaluation of offers which will be based on 1) qualifications, 2) past performance, 3) pricing. Technical and past performance is 80% of evaluation importance as compared to 20% of price. The associated NAICS code is 541930 and the small business size standard is $5,000,000.00. Offerors must be registered in the Business Partner Network?s Central Contractor Registration (CCR) database to be considered. You can register at the CCR website: http//www.bpn.gov. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer or they will be considered non responsive. References must be included with your offer. The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies to this acquisition. The following clauses listed in 52.212-5 (b) and (c) are included by reference: 52.222-21; 52.222-22; 52.222-23; 52.222-41; 52.225-3; and 52.232-34. Submit all proposals to the attention of Kelly B.
