- Source Sought Notice The U.S Army TACOM, Picatinny Center for Contracting and Commerce, Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey to identify potential sources to fabricate, assemble, load, pack, test and deliver a Rapid Wall Breaching Kit (RWBK). The RWBK is a modular kit that gives the user the ability to create a man-sized hole through 8 inch double reinforced concrete walls and triple layer brick walls. The one-man portable kit, which is being held in a carry bag, has the capability to cut 32 # 4 rebars in less than 4 minutes, and requires no longer than 60 seconds to be prepared for transportation to the target after it is removed from the carrying configuration. The RWBK shall be compatible with Modernized Demolition Initiators (MDI) initiating system, M17 RAMS Receiver, and Time Delay Firing Device (TDFD). The tactical RWBK along with Force-on-Force Trainer and Inert Trainer for the RWBK were developed for the Government by Ensign Bickford Company during FY02-05 timeframe. The requirement is for the fabrication of three (3) items which are as follows: ?? 1.Tactical RWBK- M322 ?? 2. Force-on-Force Trainer-M323 ?? 3. Inert Trainer RWBK M3244. These items need to be fabricated in accordance with the Purchase Description (PD) for a RWBK. The Government intends to award a 3-year Firm Fixed Price, Indefinite Delivery/Indefinite Quantity Contract in FY07. Interest parties are requested to provide information regarding the following relevant capabilities: ?? Steps that would be taken in quality a RWBK, performing the product Verification Tests (PVT) required by the PD. The Government reserves the right to substitute the PVT for the First Article Testing (FAT) if the contractor???s design for a RWBK closely matches the RWBK design that was qualified during Type Classification. ?? Provide production schedule capabilities ?? Fabricate, load, test and store components containing high explosives ?? Fabricate, test, and troubleshoot flexible linear shape charge ?? Availability of personnel, facility and equipment capable to conduct precision machining and assembly of munitions containing high explosives ?? Expertise in trouble shooting, failure analysis and corrective action of explosive components ?? Capability to execute effective quality control program This Market Survey is for information and planning purposes only, does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The Government implies no intention or opportunity to acquire funding to support current or future development efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. All responding sources should submit their request for a copy of the PD within three days from posting date, and firm???s capabilities within fifteen days from posting date of this source sought notice.
