Description
The Missile Defense Agency (MDA) is seeking potential sources for Web-based Information Sharing Support (WISS) to several locations within the National Capital Region (NCR), Ft. Belvoir (Future requirement), VA and Huntsville, AL. Personnel Requirements 1. Demonstrated, detailed knowledge of BEA Acqua Logic Portal Technologies and Relational DataBase Management System (RDBMS) development and maintenance experience. 2. Demonstrated, detailed expertise in engineering network performance and load balancing of web-based technology. 3. Demonstrated, detailed expertise in Tier II and above Help Desk support. 4. Demonstrated experience in software life-cycle development and documentation across all phases. 5. SECRET collateral level security clearances at contract start-up. Interim SECRET clearances will not be acceptable. 6. Other required support includes: Maintain the MDA Portal hardware and software Develop and maintain portal content Provide desk side training key leaders Develop and maintain portal-based applications. Consolidate help-desk support to Enterprise Network Operations Support Cell (ENOSC) and Army Network Operations and Security Center (ANOSC); with on-site support to the Chief of Staff (CofS) and Senior Leadership at Ft. Belvoir and the transfer portal to Huntsville in accordance with the transition schedule MDA intends to use its Basic Support Services Program (BSSP) General Services Administration (GSA) ordering procedures to acquire the services described in this notice (information on the MDA BSSP may be found at http://www.mda.mil/barbb/setaserv.htm). The North American Industrial Classification System (NAICS) category for this requirement is NAICS 518112 Web Search Portals with a size standard of $6.5 million. This requirement is open to all GSA schedule holders; however, the Government reserves the right to solicit only small businesses, or socio-economically disadvantaged businesses if a sufficient number are determined to possess the required capabilities. GSA schedule contractors who qualify under NAICS 518112 (Web Search Portals) are invited to submit capability statements to the contracting office as early as possible, but not later than January 04, 2007 a five-page Capability Statement summarizing the corporate strengths in relation to the following criteria: 1) Describe the qualifications and capabilities of your staff to perform the type of work specified in this notice. 2) Describe your firms specific, related past/current DoD/Federal experience related to this requirement. 3) Describe your firms management approach in managing staff, retention/replacement, authority, responsibilities, and quality control. 4) Describe your firms business size and socio-economic status, and include the applicable GSA schedule contract number(s) and expiration date(s). If planning to team or subcontract, identify the firm(s), their size status and GSA schedule(s). Be sure to segregate this information on the Capability Statement by firm. Also, please specify, by name, one primary and one alternate Point of Contact within your firm, including the respective telephone numbers and email addresses of those individuals. Upon receipt of Capability Statements, MDA will schedule oral presentations that will be used to supplement information provided in the written capability statements. The Government will invite only the most highly qualified (i.e. short-list) companies to participate in the competition after reviewing the Capability Statements submitted in response to this notice. GSA schedule holders evaluated most highly qualified to compete for the work will be sent a draft Request for Quotation (RFQ) package within two (2) weeks of the deadline for submitting Capability Statements and invited to 1-on-1 meetings with Government representatives to answer any questions. A final RFQ will be released on or about February 2, 2007, with offers due approximately two (2) weeks later. A draft Statement of Work may be found at the Federal Technical Data Solutions (FedTeDS) website, https://www.fedteds.gov, using the solicitation number HQ0006-07-Q-0004. Businesses must register with the FedTeDS site in order to access this information. Once the short-list is determined and the formal RFQ is released, only businesses on the short-list will have to the FedTeDS HQ0006-07-Q-0004 site. The resultant order will consist of a Fixed Price support services contract line items for engineering and operation of enterprise portals and related legacy web. The term of the order including options is anticipated to be 5 years with the ability to earn up to five additional award-term periods. All positions will be on-site responding to MDA facilities in the NCR, Huntsville, AL, and Ft. Belvoir, VA. All information must be contained within the five-page capability statement limit, excluding a one-page cover letter (if desired) that will not be evaluated. Capability Statement submissions will be provided electronically to: Grover McVey, Contracting Officer, at Grover.McVey@mda.mil AND to Scott Ostrow, Contracts Specialist, at Scott.Ostrow@mda.mil. The subject line for all electronic correspondence shall start with HQ0006-07-Q-0004. NOTE: The MDA Server will delete all ZIP type files; so only attach MS Word/Excel compatible files or Adobe Acrobat PDF files in electronic correspondence. MDA will not acknowledge receipt of capability statements. If a receipt is desired, firms should submit statements electronically and select read receipt request from electronic mail options.
