Description
Description THIS IS A COMBINED SYNOPSIS/SOLICITATION The purpose of this Broad Agency Announcement (BAA) is to solicit proposals for the DoD 2007 Transformational Medical Technologies Initiative (TMTI) Program. Scope: The technology area of focus in the TMTI program is medical therapeutics. The general goal of the program is to develop lead candidates for medical treatments and pharmaceuticals that, when administered after exposure to a biological agent, mitigate or curtail the effects of that exposure and sustain forces operating in a biological hazard area. Purpose: The products developed in the TMTI are selected to be efficacious against a broad spectrum of agents and amenable to a shortened development timeframe. It is also expected that these products could be used as rapid and effective medical countermeasures against genetically engineered or emerging biological warfare (BW) threat agents. This BAA is focused on leveraging partnerships with industry to obtain regulatory approval for broad-based medical countermeasures for novel BW threat agents such as nontraditional or emerging threats and genetically engineered microorganisms. The countermeasure could be used before clinical symptoms develop to reduce the incidence or progression of the disease following exposure to the agent or after clinical symptoms develop to treat the disease or disease process. It is anticipated that this BAA would generate broad-spectrum countermeasures directed against classes of biothreat agents or directed toward host responses. The model systems of interest include intracellular bacterial pathogens and hemorrhagic fever viruses. Solicitation Approach and Overview: Approaches to the objectives of the TMTI program include evaluating drugs/biologics for efficacy against common structural elements and/or virulence mechanisms of specific agents or classes of agents, or against primary or common host pathways/networks that respond to pathogenic events resulting from exposure to these agents. These approaches encourage the evaluation of currently FDA licensed and marketed drugs/biologics and drugs/biologics still in the development pipeline, either approaching Investigational New Drug (IND) filing or in clinical development. Another important consideration is a more expedient approach and/or a shorter timeline to regulatory approval for a potential product. This BAA seeks optimum approaches to meet technology objectives within the TMTI program as outlined in the BAA. The Government encourages proposals that span a wide spectrum of possible technical and business solutions in response to technology topics. Acquisition and assistance instruments that will be considered for use for award include Procurement Contracts and Other Transaction Agreements. The government does not intend to award grants under this solicitation. All other pertinent information can be found in the BAA solicitation document.
