- NASA/ARC plans to issue a Request for Proposal (RFP) for the 11 Foot Transonic Wind Tunnel Vane Set #1. This project is to demolish the existing welded steel turning vane set #1 and replace it with a similarly contoured bolted steel vane set. The vane set will be furnished by the Government, pre-assembled and prime coated, housed in an enclosure near the tunnel. The contractor would need an ASME 'U' stamp or a National Board 'R' stamp for the work related to the welding connections to the tunnel which needs to comply with ASME Boiler & Pressure Vessel Code, Section VIII, Division 1. The Demolition and installation must be completed within a rigid time window of eight(8)weeks. The order of magnitude for the procurement is between $500,000 and $1 Million and the effort shall be completed by September 1, 2007. This procurement is part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 236220 and $31 Million, respectively. The anticipated release date of the RFP is on or about December 15, 2006 with an anticipated offer closing date of on or about January 31, 2007. The firm date for receipt of bids or proposals will be stated in the RFP. Drawings and Specifications will be available on CD-ROM. All requests for copies shall be made by email to Robert.L.Guerrero@nasa.gov. All responsible sources may submit a proposal which shall be considered by the agency. The Government will make award based upon a best value analysis with price and technical evaluation factors as stated in the solicitation. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for January 17, 2007 at 10:00 AM. (c) Participants will meet at Building N213, Room 212, Ames Reseach Center, Moffett Field, CA 94035-1000. All contractual and technical questions must be submitted in writing.
