Description
The Department of Homeland Security, Immigration and Customs Enforcement, Forensic Document Laboratory (FDL) intends to pursue a sole source follow-on contract with Management Systems Designers (MSD), 2677 Prosperity Avenue, Fairfax, VA 22301. The requirement is to continue O&M support services for the Imaged Documents and Exemplars Library (IDEAL) that include management, digital conversion of documents received and continued design and development of the enhanced web application for document search and retrieval. To meet the unique requirements of this requirement, a Contractor must possess the historical knowledge of the current IDEAL system and possess the expertise in database design in order to realize the FDL?s vision of a web based system. The IDEAL system was developed in 1999 by MSD. It is an integral component of the FDL and is currently operational. Since IDEAL?s inception, over one hundred sixty five thousand (165K) documents have been stored, over sixty (60) document types have been bar coded, scanned and indexed and almost nine thousand (9000) text based Intelligence Reports have been entered into IDEAL. The system is critical to ICE?s Law Enforcement mission for a number of reasons. IDEAL catalogues and keeps track of all documents in the possession of the FDL?s library and the system provides an efficient tool (access via their desktop computer) for the Forensic Examiners and Operations Officers to determine if the FDL?s library has a genuine document exemplar on file in order to compare to a submitted case document, or assist the field with the authenticity of a suspect document. This requirement is a critical law enforcement initiative to provide state-of-the art tools to identify fraudulent travel and identity documents that are used in attempts to gain illegal entry into the United States.
