- Description
- 17. This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested for the solicitation number NOI7019. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business concern. The associated North American Industry Classification System (NAICS) Code 339111, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases intends to procure a Chromatography System and accessories from the manufacture GE Healthcare Bio-Sciences Corp. Item/Description/Quantity: 1) AKTA Explorer 100A, qty-1; 2) Fraction Collector 950, qty-1, and 3) CU-950 Kit, qty-1. The AKTA Explorer is proposed as a sole source purchase on the basis that NIH Laboratory already owns four identical systems, which are shared with post-docs whose users have knowledge on how to use the equipment and the software package that is included with the system. The systems are in use 100% of the time imposing constraints with experiments being delayed because of not enough systems to handle all of the experiments. There is a significant need for an additional AKTA Explorer 100A chromatography system to be able to 1) thoroughly develop purification processes that provide the highest quality and quantity of product, 2) provide access to post-docs for professional development, and 3) provide some redundancy for when we experience equipment failure. The AKTA Explorer 100A chromatography system is a critical instrument for development of purification processes that meet the requirements of current industrial purification standards. The system range in flow rates that permits both small scale and pilot plant scale development work, and enables the automated screening of up to 8 chromatography resins in parallel to moderate throughput studies on the effects of buffer concentrations such as pH and conductivity on purification. It allows a fast use method and process development and scale-up for proteins, peptides and nucleic acids. It is designed for all chromatographic techniques employed in method and process development, offering microgram to gram scale purification. A high level of automation is achieved through UNICORN control software. A method wizard minimizes preparation run-time and repetitive task while retaining flexibility for easy manual operation. Samples can be applied at flow rates up to 50 ml/min and fractions can be collected without spillage at flow rates up to 100 ml/min. The FRAC-950 offers two independent ways of preventing sample loss and the highest flexibility in the choice of collection mode. Fractions are collected in microplates (over 384 fractions, up to 2.5ml per fraction), a variety of test tube sizes (up to 250ml per fraction). Different fraction sizes can be collected during different stages of a separation. In standard fraction collections mode, fractions can be collected in 96-well microplates (up to four) and 12, 18 and 30 mm standards tubes. Warranty from date of shipment for period of one year. The following factors shall be used to evaluate offers: 1) price, 2) warranty, and 3) technical capability to meet required specifications. Place of delivery NIH/NIAID, Rockville, Maryland 20852. The government will award a fixed price purchase order to the responsible contractor. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items.
