INVITATION TO BIDS Floating Date: As of November 3, 2006 ETHIOPIAN TELECOMMUNICATIONS CORPORATIONTELECOMMUNICATIONS DEVELOPMENT PROGRAMMEREQUEST FOR EXPRESSIONS OF INTEREST(CONSULTANCY SERVICES) COUNTRY: THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIANAME OF PROJECT: Telecommunications Expansion & rollout ProjectsSECTOR: TELECOMMUNICATION Expressions of Interest for Consulting ServicesMODERNIZATION AND EXPANSION OF ETHIOPIAN TELECOMMUNICATION CORPORATION?S NETWORKThe Ethiopian Telecommunications Corporation (ETC) is the sole telecommunication services provider, engaged in the business of developing and maintaining a modern telecommunication network infrastructure capable of supporting voice, data, and video services equitably across the country; while at the same time providing telecom services using the fixed, mobile, and broad band multimedia networks.ETC is now making necessary preparation to launch about 1.5 Billion Dollars worth telecom projects through Vendor Financing scheme. The ultimate objective of these projects is to provide reliable, cost-effective and safe communication services all over the country by deploying the state-of-the-art telecommunication infrastructure and systems. These projects include upgrading and expansion of transmission network, fixed line and cellular Mobile capacities and switching systems spread in the various locations. The core networks in the mobile and the fixed network are desired to be soft switch based, while the transmission system of the optical fiber backbone shall support Time Division Multiple Access (TDM), Asynchronous Transmission Mode (ATM) and IP traffic.For the implementation of the full program ETC intends to engage qualified consultancy firms. The consultancy service includes the following major components:1. Telecommunications network planning and design; side by side with the construction.2. Contract supervision.3. Capacity building in the area of project management.4. Business and operation setup. The following are the main projects under this program:1. Mobile network expansion by more than 7 million;2. About 10,000 km optical fiber route construction;3. Expansion of fixed wire line by about 4 million;4. Rural connectivity for 10,000 villages;5. Optical access in major towns of the country;6. CDMA WLL projects for major townsThe consultancy service is estimated to be provided within 3 years of the network construction period. ETC now invites eligible consulting firms to indicate their interest in providing the services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Firms are expected to present experiences of three projects of similar complexity and value (ABOVE 100 MILLION US DOLLARS) over the last five years. Of which, at least one of these projects must have been undertaken in a country other than the firm?s country of origin. On the other hand, the firm?s average annual turnover in the last three years NEEDS TO BE ABOUT 50 MILLION US DOLLARS.
