Description
The DOC/NOAA's Air Resources Laboratory (ARL) has a need for general research support in mathematical methods with application to meteorology and atmospheric dispersion. This includes systems of hyperbolic and parabolic partial differential equations (PDE) and ordinary differential equations, as applied to problems in meteorology, dispersion, and trajectories, as well as linear analysis, in addition to coordinate system transformations, such as required for geospatial data mapping and data interpolation methods. The contractor shall assist ARL staff in developing solutions as required for problems as they arise in each of their respective project areas. The increasing concern with the release of potentially hazardous materials into the atmosphere highlights the importance of further development and improvement of numerical modeling methods that are used by NOAA to forecast the transport and spread of these materials. The Air Resources Laboratory (ARL) is responsible for maintaining NOAA models used to predict the spread of ash from volcanic eruptions, smoke from wildfires, radioactive materials from nuclear power plant accidents, and more recently, potential releases of hazardous materials from homeland security incidents. Because the deliverable time frames and specific project support requirements cannot be predicted in advance, the intent is to provide support on an as-needed hourly basis. All responses must address experience with the following: NOAA meteorological products and data structures; ARL data archives and management; Developing geospatial mapping techniques; Developing systems of PDEs that describe meteorological and dispersion processes, and analytic or numeric solutions to those PDEs; Integrating projects developed in various languages, especially FORTRAN, C and TCL/TK into a portable package that runs on a variety of UNIX platforms. Some of the identified tasks to be performed are as follows: 1) Reconfigure the ARL meteorological data archiving access methods to use the new NOAA standard of Gridded Binary 2 format. 2) Revise the X.25 data communications protocols between ARL computers and the National Weather Service's telecommunications gateway to use TCP/IP. 3) Convert satellite grid point data to ESRI display standards and develop various polygon manipulation procedures for display on various map projections. 4) Evaluate techniques to interpolate observational data into gridded meteorological data fields while considering the constraints imposed by the atmospheric equations of motion. 5) Applications delivered under the previous items should be packaged to run under the TCL/TK graphical user interface on UNIX computer systems. The period of performance is expected to be twelve months. Performance is expected to begin on or about January 1, 2007. Award of a labor hour purchase order shall be made on a best-value basis. Offers will be evaluated based upon approach, past performance and price. While these factors are relatively equal, they are listed in order of importance. It is estimated that 600 hours would fulfill the requirements under this acquisition and this number shall be used for pricing purposes. This solicitation is set aside exclusively for Small Business concerns. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-14. The following provisions and clauses shall apply to this solicitation: FAR 52.213-4, Terms and Conditions - Simplified Acquisitions (Other Than Commercial Items); FAR 52.232-7, Payments Under Time-and-Materials and Labor-Hour Contracts. Interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). This announcement constitutes the notice and solicitation; quotes are being requested and a separate written solicitation will not be issued. Responsible sources may respond to this notice with a quotation addressed to Robin Prather, NOAA Acquisition Division, 1305 East West Highway, Room 7146, Silver Spring MD 20910, to be received no later than 1:00 p.m., December 15, 2006. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NOAA's receipt of quote.
