Description
This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. SOURCES SOUGHT SYNOPSIS/ REQUEST FOR INFORMATION - NSWC Crane, acting on behalf of the Office of Naval Research (ONR), is seeking interested sources for participation in the Next Generation Airborne Electronic Attack (NGAEA) Enabling Capability (EC) project. This EC project, Number STK-08-04 is an advanced technology development effort, conducted under ONR?s Future Naval Capabilities (FNC) program. It is intended to develop and transition technologies needed for a future Navy Next Generation Jammer (NGJ) program. The EC project?s anticipated duration is a period of 5 years, commencing in the 1st quarter of government fiscal year (FY) 2008 and completing in the fourth quarter of government FY 2012. This notice constitutes a combined Sources Sought Synopsis (SSS)/ Request for Information (RFI), intended to identify interested companies for participation in an upcoming Broad Agency Announcement (BAA ? See FAR 6.102(d)(2)) to contract for the FY08 planned effort. The anticipated BAA is intended to seek proposals for the NGAEA Phase 0 effort, which includes decomposition of government-developed NGAEA performance goals, development of detailed Next Generation Jammer system concepts, and identification of sub-system and component critical and enabling technologies and related technology development plans. The anticipated duration of the basic Phase 0 effort is one year, beginning in October 2007 and completing in October 2008. If optional efforts are include in the BAA, this anticipated duration may be extended. Interested sources must possess Defense Security Service approvals for personnel and facility handling and processing of classified information up to and including the SECRET/NO FOREIGN classification level. Those approved may request and receive the NGAEA Performance Goals document by contacting the identified POC below. In addition to identifying interested sources, NSWC Crane is also seeking information relevant to the NGAEA project and the Navy?s proposed NGJ program. This information can include the following: (1) Work (recent, on-going, planed in the next 12 months) to develop NGJ system concepts, program plans and component and/or sub-system technologies. (2) Work to develop Electronic Warfare (EW) and/or Radio Frequency (RF) systems concepts, program plans, and component and/or sub-system technologies that might have application to NGAEA and/or NGJ. (3) Work related to RF/Microwave sub-systems and components including but not limited to the following: amplifiers; apertures; beam formers; RF/Microwave combining, dividing, distribution and control; complex waveform signal generation and any other technologies viewed as applicable to NGAEA and/or NGJ. (4) Any feedback or questions involving the NGAEA performance goals. It is requested that interested sources contact the POC to receive the NGAEA performance goals document. Please be prepared to furnish the proper mailing address and security POC for receiving classified information. It is also requested that any information provided by interested sources in response to this SSS/RFI be submitted to the POC not later than 3:00pm Central Standard Time on 05 January 2007.
