Description

Design and Construction of a new 1000 Member Armed Forces Reserve Center (AFRC) at Grand Prairie, Dallas County, Texas consisting of a 109,000 SF Training Building, a 7,300 SF Multi-use Classroom, a 38,065 SF Organizational Maintenance Shop, and a 4, 863 SF Unit Storage Building and organizational parking. Buildings will be of permanent construction with HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Connections will be provided to the existing fire detection and alarm system. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve the project. Accessibility for the disabled will be provided. Force protection measures will be incorporated into the design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Air conditioning is included, estimated at 637 tons. Furniture will be purchased by other contract. This solicitation also contains options for a Storage Building, Emergency Backup Power, and OMAR Equipment. The estimated price range is between $25,000,000.00 and $100,000,000.00. A construction cost limitat ion will be provided with the technical requirements package. This solicitation is a Request for Proposal (RFP). Proposals received in response to this solicitation will be evaluated for Best Value to the Government in accordance with the following criteri a listed in descending order of importance: Experience (Prime Contractor and Design Team); Past Performance (Prime Contractor, Design Contractor, and Past Performance on Utilization of Small, Small Disadvantaged, and Women-Owned Small Businesses); Technica l Proposal Information (Renderings, Design Drawings, and Design Narrative); Management Plan; Pro Forma Information (Subcontracting Plan, Subcontracting Narrative, Financial, and Bonding), and Price. Items identified as preferred in the solicitation will be considered more favorably during the evaluation process, provided they are included within the contract cost limitation identified in the solicitation. All evaluation factors, other than cost or price, when combined, are equal to cost or price. NAICS 2362 20. Contract duration is 720 days. This is an UNRESTRICTED procurement. Size Standard is $31.0M. Approximate issue date is December 12, 2006 and approximate due date for proposals is February 15, 2007 at 4:00 p.m. Louisville Time. Project documents will be web only.
