Description
This is a SOURCES SOUGHT NOTICE to determine the availability of qualified small businesses (e.g., 8(a), veteran-owned small businesses, services-disabled veteran owned small businesses, HUB Zone small businesses, small disadvantaged businesses, and women-owned small businesses) having the capabilites and experience to perform testing of compounds in the mouse locomotor activity and rat drug discrimination paradigms for assessment as potential pharmacotherapies for drugs of abuse including stimulants and hallucinogens. Proprietary compounds will be evaluated using established protocols, and the resulting data will be utilized by the Treatment Discovery Programs of the NIDA Division of Pharmacotherapies and Medical Consequences of Drug Abuse. The successful offeror must submit, documentation of a current DEA registration for Schedules II-V controlled substances. All offerors must be in compliance with the NIH guidelines on the care and use of laboratory animals, and the laboratory must be operated according to the FDA's Good Laboratory Practices Program. NIDA anticipates 5 year, cost-reimbursement, combination completion/term type contract, with the possibilities of additional optional quantities. Information sent should be relevant and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous similar projects, specifically the techniques employed for conducting mouse locomotor activity and rat drug discrimination studies; (2) Personnel: Name, professional qualifications and specific experience of scientists and/or technical personnel who may be assigned as project director and other key positions in conducting mouse locomotor activity and rat drug discrimination studies). Also we will consider appropriateness of professional and technical personnel classifications; (3) Facilities: Availability and description of offeror's dedicated laboratory space, animal care facilities, and equipment required to conduct this type of work; (4) Manditory requirement to possess or obtain DEA registration for Schedule II-V substances and eligibility to obtain Schedule I prior to award. Any other specific and relevant information about this particular area of procurement that would improve our consideration and evaluation of the information presented is desirable. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, e.g., awards, commendations, etc. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This is not a request for proposals. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for the Government's use. Any proprietary information should be so marked. Small business concerns that believe they possess the capability necessary to successfully undertake the work described above should submit an original and two copies of their capability statement and must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Code(s), 5) business size and status, and 6) capability information in response to the requirement and qualifications identified in this notice; and 6) type of small business your organization classifies itself as (ie: women-owned, HUBZONE, etc.). Please submit written capability statements by December 11, 2006 to the NIDA Contracting Officer. Electronic copies of capability statements will also be accepted and can be emailed to DL294P@nih.gov. The North American Industrial Classification System (NAICS) code is 541710; small business size standard is 500 employees.
