Description
The Stratton VA Medical Center, Albany, NY is seeking qualified firms to provide design services necessary to prepare a Landscape Master Plan for the Medical Center. The Medical Center is a tertiary care facility that is situated on approximately 28 acres near the center of Albany, New York. It is estimated that approximately 40% of the acreage is landscaped area with the balance occupied by buildings and paved areas. The Architect/Engineer firm selected will utilize existing drawings of the site provided by the DVA as a basis for the plan. As such, it is anticipated that requirements for topographic survey work will be limited to the areas of proposed landscaping improvements. Completed work shall conform to the portions of the requirements of the latest edition of the DVA Site Development Design Manual, DVA Master Specifications, A/E Review Checklist for Site and Landscape, DVA Signage Design Guide for Exterior Signage and DVA Accessibility Standards that pertain to landscaping services. While a detailed signage plan is not required, existing and proposed signage locations shall be shown in plan view to allow for coordination with the landscaping work being proposed. All referenced documents may be viewed at the Technical Information Library section of the Office of Facilities Management website (www.va.gov/facmgt). Submissions shall include 4 copies each of a schematic plan, a preliminary plan and a construction document plan at approximate levels of 15%, 35% and 95% completion. The final submission shall be at the 100% level and shall include compliance with review comments from the previous submission. Applicable specification sections shall be submitted at the 95% and 100% levels. The final submission shall also include an electronic version of all documents with specifications and drawings in the latest versions of Word and Autocad, respectively. The final submission should be received no later than March 1, 2007. The government intends to award a firm fixed-price contract for this requirement. Estimated value is between $2,5000 and $25,000.00. Interested Firms must have working offices within a 90-mile radius of the Albany, NY City limits. NAICS Code 541320 Landscape Architectural Services has been assigned to this acquisition, containing a Small Business Size Standard of not more than $6.5 Million Dollars Average Annual Gross Revenues for the past 3 fiscal years. This is 100% emerging small business set-aside. By definition in Federal Acquisition Regulation (FAR) Subpart 19.1002, Emerging Small Business is defined as a small business concern whose size is no greater than 50% of the numerical size standard applicable to the North American Industry Classification System (NAICS) code. Although this procurement action is restricted, small businesses, veteran-owned small businesses, service-disabled veteran-owned businesses, HUBZone small businesses, small disadvantaged businesses, and woman owned small businesses are strongly encouraged to submit a copy of the SF 330 with their price proposal. Any offeror submitting a proposal is required by the Federal Acquisition Regulations to use the Online Representation and Certifications Application (ORCA). In addition, any firm wishing to be considered for contract award should be registered in the Central Contractor Registration (http://www.ccr.gov/) Offerors should submit proposals that are acceptable without additional explanation or information, as the Government may make a final determination regarding a proposal's acceptability solely on the basis of the initial proposal submitted. The Government may make an award without discussions. Proposals will be evaluated by the Government using the following evaluation factors listed in order of importance: (l) Specialized experience in Landscaping Design of the firm and qualifications of the proposed personnel to perform the work required (2) Capacity of the firm to perform the work within required time frame; (3) Past performance (4) Geographic location of the firm's working office in relation to the site; (5) Cost Firms desiring consideration must submit all appropriate forms, documentation and cost proposal by Close of Business December 19, 2006 to: Mrs. Karen Comiskey, Contracting Officer (90NCA), Reference: VA-528-07-RQ-0047, Stratton VA Medical Center, 113 Holland Avenue, Albany, NY 12208.
