Description
The Centers for Disease Control and Prevention contemplates an award for laboratory services for Tuberculosis Control Activities in the U.S.-affiliated Pacific Island Jurisdictions (USAPI). The project objective is to provide support to implement the laboratory component in the National TB Program from Clinical Laboratory Improvement Advisory (CLIA)-approved laboratories which address the components specific to the USAPI. TB laboratory resources are not readily available in the USAPI therefore creating a barrier for CDC to ensure full implementation of an effective TB control program. In addition, without effective TB laboratory services, CDC is unable to ensure the provision of timely laboratory and medical consultation as well as program technical assistance. Currently, the infrastructure and resources in the USAPI cannot support the TB laboratory needs promulgated by CDC. However, many of the USAPI utilize laboratories located in Hawaii and the U.S. mainland for their reference laboratory service needs. This effort seeks to expand this existing method to support TB laboratory activities and enable CDC to complete its agenda. CDC seeks to secure services to provide TB laboratory testing, technical assistance and training for the USAPI and to implement a regional TB quality assurance plan. The period of performance will be 12 months with 2 option years for a total of 36 months. The minimum qualifications for the offerors are (1) offeror must already function as Biosafety Level 3 lab, have infection control program, and is compliant with recommended biosafety practices and facility design as indicated by CDC. (2) offeror is CLIA laboratory certified and can provide evidence of current CLIA certification and (3) offeror is International Air Transportation Association (IATA) trained and certified and can provide evidence of successful completion of IATA approved training for the transportation of dangerous goods (infectious substances and diagnostic specimens) and produce proper shipping, importation, exportation permits for infectious and diagnostic specimens. The RFP number 2007-N-09182 will be available on or about 15 days from the date of this pre-solicitation notice. The due date for receipt of proposals will be 30 days after posting of the RFP.
