Description
Synopsis N00178-07-Q-1052 is being amended to change the closing date to 06 December 2006 and to include additional information. This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The following is a modification synopsis for commercial items prepared in accordance with Simplified Acquisition Procedures, and supplemental information included in this notice. The quotation number is N00178-07-Q-1052 and is a request for quotation. This announcement constitutes the only synopsis being issued. A written solicitation will not be issued. All interested parties shall indicate their interest and capability with their fax quote at (540) 653-7088 or email quote to dlgr_nswc_xds11@nswc.navy.mil and shall be considered by Naval Surface Warfare Center, Dahlgren Division (NSWCDD), 17320 Dahlgren Road, Dahlgren VA 22448-5100. All offerors must be advised that they must be active in the Central Contractor Registration database at http://www.ccr.gov before award can be made. The following changes/clarifications are made to the synopsis: 1.In total, the support option would require 10 man-weeks of engineering support labor. 2.The engineering support would be split into 10 separate 1 man-week options that would be executed as needed. 3.NSWCDD expects the cost of the entire contract (hardware and support options) to be less than $100k and anticipates utilizing simplified acquisition procedures. 4.Previously demonstrated compatibility with the Joint Architecture for Unmanned System (JAUS) or with hostile fire detection and counter-fire system software developed by NSWCDD is desirable. 5. NSWCDD's intent is for the system to be purely acoustic without other integrated sensors. 6. The system is required to communicate via Ethernet to another computer on the boat. 7.There are currently no specific size and weight requirements, though a minimal footprint is desirable. Smaller, lighter, and low profile are advantages. 8.The system will not be mounting directly to the counter-fire system, but in close proximity on the boat. Specific location and placement of the sensor is TBD. 9.Any previous US DOD safety certifications and supporting data would be leveraged to obtain US Navy WSESRB concurrence. 10. Capability to detect incoming mortar and RPG rounds before detonation and to locate the source of those events is desirable, but not required. 11.Acoustic devices developed for/by the Army may be subject to the ARL Security Classification Guideline for Sniper/Artillery/Mortar Detection and Location Systems (Available upon request.). A clear definition of security classification guidance that has been previously used or adopted for the proposed system is desirable. 12.Delivery of the acoustic sensor system is required within 10 weeks of receipt of order. The optional system, if required, will be delivered within 10 weeks of the exercise of the option. 13. The response date is changed from 20 November 2006 to 06 December 2006. The contract shall be a firm fixed price order. Delivery shall be made to Naval Surface Warfare Center, Dahlgren Division (NSWCDD), 17320 Dahlgren Road, Dahlgren VA 22448-5100 60 days after receipt of order. FOB Destination Shall apply. Offer is due 06 December 2006 no later than 2 p.m. (local NSWCDD time) to: Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Building 183, First Floor, Room 102, Dahlgren VA 22448-5100 CODE XDS117, with faxed copies acceptable.
