Description
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD), China Lake, CA., anticipates issuing an Indefinite Delivery Indefinite Quantity (IDIQ) contract to purchase a minimum of three with the authority to order no more than 78 transceivers over the five-year ordering period. NAVAIR's requirement is for commercial off-the-shelf (COTS) products, which would require no more than minor modification to operate in a NAVAIR radar system. The transceiver must be able to fit within an approximate volume of 4 inches x 2.75 inches x 0.75 inches. The transceiver must utilize design principles and practices which minimize stray electromagnetic emissions. Government approval of the COTS design for use in radar system is required prior to fabrication of the first order. Interface Control Documentation (ICD) for the approved design is required with the delivery of the first order. A statement of work will be provided as an attachment to the solicita tion, however, will only be made available to contractors upon receipt of an approved DD Form 2345. The SOW for this requirement has military application and will not be available through the NAWCWD 2.0 Contracts Competency Homepage. Only businesses that have been certified by the Department of Defense (DOD) and have a valid need to know may receive copies of these documents. The certified DD2345 will be used to verify that the business is eligible to receive the specifications and drawings. Submit your DD2345 to Eva Maria Woloszynski at eva.woloszynski@navy.mil. Delays providing the certified DD2345 will not justify extending the proposal due date. Apply for certification at the following website: http://www.dlis.dla.mil/ccal/. Certification process may take up to five days. The government desires a warranty for both parts and labor for a period of at least one year. Delivery of all contract line item numbers (CLINs) will be FOB Destination to NAWCWD, China Lake, CA., no later than three months after receipt of order. This acquisition is a full and open competition and will be processed under the test program for commercial items established in FAR 13.5, utilizing technically acceptable, low price evaluation criteria. All responsible sources may submit a quotation which will be considered by the agency. This solicitation is scheduled to be posted on 11 Dec 2006. See Numbered Note 8.
