- Personnel Services Delivery Transformation seeks to replace face to face, paper based personnel transactions with web-based, collaborative, automated self-service applications that require little, if any, face to face efforts and entail electronic document preparation, routing and storage thus eliminating the need for the preparation, storage, and routing of paper documents. The objectives and ultimate goal of the program is to modernize personnel services delivery to enhance warfighting capabilities, provide more responsive and better support to Air Force personnel, and reduce the resource footprint dedicated to managing personnel and personnel transactions. AF/A1, Air Force Personnel Center (AFPC), Air Reserve Personnel Center (ARPC), and Air National Guard A1 (NGB/A1) are deeply involved in transforming personnel processes and modernizing infrastructure. Civilian, active duty military and reserve Contact Centers have been established and are currently providing support for a limited number of personnel transactions. Transformation activities are scheduled to continue through 2011. Additionally, the Air Force is preparing for the fielding of several DoD systems that will replace current service applications in part or whole. The Air Force PSDT program facilitates the preparation for these systems and provides capability the Air Force requires over and above that anticipated in these DoD wide systems. The AF is looking to employ a Strategic Partnership concept that seeks to replace a myriad of existing support contractors with a single provider. This service provider will provide a team of talent capable of maintaining current operations and legacy systems, streamlining transaction process transformation, provide systems integration expertise to ensure a transition to Total Force Service Centers that provide seamless services regardless of component affiliation. They will also provide insight and advice on system integration requirements with the new DoD and Air Force systems and processes. The establishment of a Strategic Partnership will be an integral part of any resulting contract. This will facilitate future transformation activities and provide a forum to identify commercial service and IT innovations that may enhance future Air Force operations.
