- BLS-07-05 Request for Information Information Technology Services Application Development The U.S. Department of Labor (DOL) Bureau of Labor Statistics (BLS) Office of Technology and Survey Processing is conducting market research for an upcoming procurement for Application Development Support services against the General Administration?s Federal Supply Schedules. BLS requires highly qualified technical support staff to perform on a number of tasks supporting the Bureau?s mission to produce timely and accurate economic statistics. Typical tasks include work such as the following: ? Designing, analyzing, and developing client-server, web-based and mainframe systems. ? Modifying, implementing, testing, maintaining, and supporting client-server and mainframe systems. ? Supporting database design, development, implementation, monitoring, enhancing, and improving the performance of delivered systems. ? Developing, modifying, proofing or otherwise supporting procedures and documentation needs at BLS. ? Providing on-site or over-the-phone support for BLS installed systems. ? Providing various technical or data entry support services. ? Providing Information Technology security support. ? Producing requirements analysis work products for BLS systems under development. ? Performing quality assurance/acceptance testing. Interested vendors are invited to respond to this Request for Information (RFI). Responses should be formatted as follows: A. A cover letter including: 1. Company name, address, and contact person information. 2. Company?s DUNS Number. 3. Total number of employees the company has. 4. Socio-economic status of the small business if the company is considered to be a small business under NAICS Code 541511. 5. GSA schedule number. B. A presentation demonstrating expertise and experience providing the Required Services described in items 1-10 below. All items should be addressed. The response should be specific as to the project and customer, scale of effort, and result of the project (not to exceed ten (10) pages). C. Respondent?s past or current contracts of a similar scale, type, scope, and complexity over the past three years in a table format. Clearly specify the annual and total dollar value of each contract, number of people used to support this requirement, and point of contact for information verification. BLS reserves the right to contact provided references to verify the correctness of information stated by the contractor and contractor?s performance (not to exceed two (2) pages). D. Completed table provided in Attachment 1 (not to exceed three (3) pages). REQUIRED SERVICES Technical 1. Demonstrated experience designing, analyzing, and developing n-tier, web-based and mainframe systems utilizing JAVA, JSP, VB.net, Powerbuilder, SAS, SQL,PL/1, and Cobol. 2. Demonstrated experience in modifying, implementing, testing, maintaining, and supporting n-tier, web-based, and mainframe systems. 3. Demonstrated experience in supporting database design, development, and implementation including monitoring, enhancing, and improving the performance of Oracle and Sybase databases. 4. Demonstrated experience in developing, modifying, proofing or otherwise supporting procedures and documentation needs of IT investments including: Capital Planning and Investment Control (CPIC), System Development Life Cycle (SDLC), Rational Unified Process (RUP), Earned Value Management (EVM), Federal Enterprise Architecture (FEA), and OMB Exhibit 300 Capital Asset Plan and Business Case. 5. Demonstrated experience in producing requirements analysis work products such as Use Cases and Use Case Survey?s for IT systems under development. 6. Demonstrated experience in developing test cases and test scripts to perform acceptance and integration testing. Security 7. Demonstrated experience in using best practices in developing secure application systems. Show proficiency in the following security tools and methodologies: ? Risk Assessment techniques, including Threat Trees, etc., ? Compartmentalization by means of logical and code boundaries, etc., ? Layered security controls, ? Data Protection by means of access control, validity checking and integration checking, ? Traceability through documentation, ? Error checking, ? Testing. Operational 8. BLS estimates that approximately 200 people will be needed to support this requirement. Vendors must provide demonstrated experience in staffing 200 personnel to fulfill the initial requirement and vacancies throughout the life of the contract; also include the time it took to fill vacancies. 9. Provide demonstrated experience in administering and managing contract staff of this scale on a Government site. 10. Provide demonstrated experience in supporting different computing environments and statistical application production systems of a similar scale as outlined in the attached table.
