- NAICS Code: 339111 The U.S. EPA intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b) with Steris, Inc for a one year service maintenance and (1) additional option year on 10 autoclaves (steam sterilizers), 1 ethylene oxide sterilizer, 1 ethylene oxide aerator, and 3 labware dryers. Because these sterilizers handle the decontamination of infections waste loads at the AWBERC facility, including the Center's special BSL-3 Biocontainment Suite, timely maintenance and skilled repair of these units is critical for both the safety operation of the facility as well as, for facility response readiness in the event of a national bioterrorist occurrence. The nature of the acquisition requires a contractor that possesses the unique capability of having factory (manufacturer)-trained technicians capable of reliably and safely servicing the complex and hazardous equipment that is to be maintained. This unique capability is essential for performance because autoclaves operate under pressure steam, and gas sterilizers use the highly toxic gas, ethylene oxide. Human exposure to either uncontrolled high pressure steam or ethylene oxide can be deadly. Moreover, all the sterilizers contain computer circuit boards and chips specific to the manufacturer that precisely control their operation. Repair of these electronic components demands the skills, knowledge, and ready authorized component access of factory-trained technicians. Steris is the only known source able to satisfy the Governments requirements because it has factory-trained service technicians and replacement components needed to maintain the facility's sterilizers in operational status. This notice is not a request for quotations. EPA source research indicates Steris is the only known contractor with the appropriate technology necessary to meet EPA's requirement. However, any firm believing itself capable of meeting this EPA requirement may submit technical documentation to established the potential of completing such work. Any such documentation must be submitted within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The applicable NAICS Code is 339111.
