- Description
- The purpose of this SOURCES SOUGHT NOTICE is to abtain information from potential contractors if they can provide data network system equipment that will support the Advanced Range Telemetry (ARTM ) upgrade program. This equipment will be integrated into the ETTC telemetry acquisition systems and airborne instrumentation ground stations. The current ETTC Range Telemetry consists of five fixed sites and one mobile Telemetry Van. Each site receives eight to twenty-four PCM telemetry data channels and four to eight NTSC video streams. Each site's data protocols are OC-3, OC-12, and Ethernet. Under the ARTM initiative, each site will have one to four OC-3 and OC-12 connections and one gigabit Ethernet connection. The NTSC video is sent in a low latency uncompressed serial format over fiber optic cable to the Central Control Facility (CCF). All of the telemetry data is sent by optical carrier to the CCF. The Ethernet connection is used for out of band configuration and remote control of the instrumentation at each site. The Ethernet is also used for down loading any data stored at the sites. The new ARTM data network equipment must be fully compatible with existing equipment and allow for expansion to include additional future telemetry sites. Transport of the ARTM data must be error free and fault tolerant. This new network must simultaneously support ATM and Ethernet and allow both Permanent Virtual Connections and Switched Virtual Connections. The system must have trouble shooting capability down to the circuit card level. The system must also have a quality of service and self monitoring for failures and other error conditions. Any other specific and pertinent information as it pertains to this particular RFI that would enhance the Government's consideration and evaluation of the information provided in the response should be submitted. Contract award is anticipated in the FY07 with additional procurement in the next several years. This RFI does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this document restrict the Government acquisition approach. The Government will not award a contract solely on the basis of this RFI, nor pay for any information that is submitted by the respondents to this request. The Government anticipates award of a firm-fixed price contract. The North American Industry Classification System (NAICS) code for this acquisition is 334515, with a small business standard size of 500 employees. THIS SOURCES SOUGHT SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP), OR AN INVITATION FOR BID. Interested sources are invited to submit statement of current capability to provide Telemetry Data Network equipment to include company name, point of contact, e-mail address, telephone, and facsimile numbers and type and business size indicating whether you are a small or large business for the purposes of the assigned NAICS. Limit your response to this market survey to a maximum of 8 pages to be received NLT 4:00 PM., Central Time on 22 November 2006.
