Description
INTRODUCTION: The Outsourcing and Privatization Section, 96th Contracting Squadron (96 CONS/MSCB), Eglin AFB, Florida, is requesting information and conducting market research to determine if there are potential sources interested in performing the types of meteorological services set forth in the synopsis below. This request for information is issued for the purpose of conducting preliminary planning to determine the feasibility of conducting an A-76 study. The Government does not intend to award a contract on the basis of this preliminary planning market research or to otherwise pay for the information solicited. This announcement is not a solicitation. Small Businesses are strongly encouraged to respond to this survey. The information requested by this RFI will be used within the Air Force to facilitate decision-making and will not be disclosed outside the agency. OVERVIEW: The workload described in this request supports the 46th Weather Squadron, Eglin AFB, Florida. The Government is looking for contractors or joint ventures capable of providing the following types of supplemental range and airfield meteorological services: record and disseminate timely, accurate, and relevant airfield surface weather observations, range weather observations, and upper air observations; provide timely, accurate, and relevant upper air soundings; preparing and disseminating Mission Execution Forecasts (MEFs), weather warnings, watches, advisories, and assorted weather analysis and forecast products. Additionally this requirement includes performing the following tasks. Weather Instrumentation The service provider shall use in-place fixed meteorological instrumentation. In the event of an evacuation, the service provider shall use mobile weather instrumentation as provided by 46th Weather Squadron. Dissemination of Weather Data Disseminate observations locally. The 46 WS will provide initial training on the New-Tactical Forecast System (N-TFS) and the Improved Weather Dissemination System (IWDS). The service provider shall be responsible for maintaining operator proficiency and attending government provided local training for future upgrades. Range Surface Observing Operations Surface Observations Record and disseminate timely, accurate, and relevant surface weather observations in support of tests, which may include multiple simultaneous range missions. Schedule Test Weather Support Coordinate and schedule weather support for tests using Eglin?s Central Scheduling Enterprise (CSE) tasking software. The service provider shall coordinate the test support with the staff meteorologists to ensure requirements are satisfied. Range Upper Air Observing Operations Upper Air Soundings The service provider shall provide timely, accurate, and relevant upper air soundings in support of mission tests. This generally requires ensuring a sounding attains at least 100 millibars. Weather Watches, Weather Warnings (WW), and Advisories. The service provider shall be responsible for timely and properly issued weather watches and warnings and weather advisories. Operational Reporting for Severe Weather. The service provider shall provide reports of severe weather occurrences, including the observation at the time of the event, the forecast (if known) to include any weather warnings and/or weather advisories, and the status of the meteorological equipment. Mission Execution Forecasts (MEFs). The service provider shall prepare Mission Execution Forecasts (MEFs) in support of all operational and installation support activities as required. The service provider shall provide takeoff, landing, and alternate airfield information for the MEF. The MEF takes into account takeoff and landing weather thresholds for specific aircraft, pilot category or mission. The airfield forecast in the MEF must be within the same cloud ceiling and visibility forecast category as Terminal Aerodrome Forecast (TAF), except if flight safety is jeopardized and the TAF cannot be amended in time. The service provider must coordinate differences with the 9 OWS issuing the TAF. Any changes to the TAF that pass through the takeoff and landing thresholds must be applied to the MEF in the form of an amendment. Instrument Refresher Course. The service provider will provide quarterly Instrument Refresher Course briefings for Eglin AFB aircrews. These briefings (typically 30 minutes in duration) encompass climatology, weather hazards, weather patterns, and any weather impacting the safe conduct of flight operations. Pilot-To-Metro Service (PMSV)/Pilot Reports (PIREPs) and Aircraft Weather Reports (AIREP). The service provider shall operate a PMSV radio. The service provider shall answer and log calls for assistance from aircrews. The service provider shall solicit PIREPs from each airborne contact as required. All PIREPs/AIREPs received shall be properly encoded, recorded and disseminated. Tower Personnel Training. The service provider shall assist in performing initial and annual refresher airfield weather observation training to air traffic control personnel. The service provider shall certify these personnel to take tower visibility observations as required by Cooperative Weather Watch Program. Weather Radar. The service provider shall monitor the WSR-88D for thunderstorms and severe weather. Based on radar information, the service provider will issue WWs for phenomena when imminent weather conditions pose a hazard to life and property and notification to the supporting 9th OWS is not practical. The service provider shall disseminate forecast WWs to local supported agencies and coordinate with the 9 OWS to assume responsibility for the warning. Electro-Optic (EO)/Target Acquisition Weapons System (TAWS) Support. The service provider shall provide Electro-optical forecast support when required by the customer. Support shall be provided using the current tactical decision aid (TDA) and meteorological input. It may be necessary on some occasions that the technician providing the support gain access to classified material. Eglin AFB 5-Day Forecast. The service provider shall produce a daily five-day forecast for Eglin AFB to include sky condition, maximum/minimum temperature, wind, precipitation, lightning remarks and solar/lunar data. Firms interested in performing any or all of the services listed above are invited to submit brief written descriptions of their company?s qualifications and experience. Firms are encouraged to comment on the extent to which the combination of services described in this announcement is typically found in the commercial market.
