Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Michigan State University, 212 Food Safety and Toxicology Building, East Lansing, MI 45824 to provide professional services to determine the similarity between rodent model and human gene responses to ambient air particles in the Detroit, Michigan air shed. The Mechanistic Indicators of Childhood Asthma (MICA) Study requires the exposure protocols, procedures, and conditions used to expose rats to concentrated air particles in Detroit in 2004 and 2005. Michigan State University has a unique mobile air research laboratory that contains equipment for monitoring ambient air, inhalation exposure chambers and animal laboratory facilities. The University has previously conducted short term animal exposures to concentrated air particles (CAP) in Detroit, Michigan during 2004 and 2005. The studies included rat models that simulate human asthmatic responses. Michigan State University is the only vendor that has conducted these types of studies, in this location, with the appropriate animal model and in the correct time frame. Therefore, EPA believes that Michigan State University is the only vendor qualified with the expertise capable of satisfying this requirement. The circumstance permitting "Other than Full and Open Competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" at this time. The anticipated period of performance is 12 months. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this synopsis is to determine if any source(s) exist, therefore, no solicitation (RFQ) is available. Submit response to the U.S. EPA, Attn: Robin S.
