- Concerns having the ability to furnish the services and supplies described herein are requested to give written notification, including the name and telephone number of a point of contact, to the procurement office above. The U.S. Geological Survey, Northern Rocky Mountain Science Center, Bozeman, Montana, has a requirement for one (1) GPS collar to PC Interface Module and hardwire line for Windows XP, one (1) Torque Wrench, and eight (8) GPS Collars with replaceable batteries for elk, with VHF beacon, downloadable data upon recovery that meet the following specifications: Housing dimensions: 120 x 86 x 126 mm; approximate weight: 870g; >2 years of VHF beacon life; VHF frequency range: 140-175 MHZ; operating temps: -30 degrees C to +50 degrees C; data retention range: -50 degrees C to +75 degrees C; user programmable via cable with download link for Window XP; user download of data and diagnostics. The contract length will be one (1) base year and three (3) option years for a total of four (4) years. Option years are for the possible purchase of additional collars and/or collar replacement batteries. Based on the information available at this time, and in accordance with 41 U.S.C. 253 (c)(1), implemented by FAR 6.302-1, the Government considers the supplies and services specified as a sole source from Lotek Wireless, Inc., Neumarket, Ontario, and proposes to negotiate a contract with this company on that basis. However, should additional sources be identified, they will be considered. Firms who feel they can furnish the required services and supplies or its functional equivalent (based on the criteria specified herein) are invited to submit, in writing, an affirmative response to this announcement no later than 11/24/2006, 4:00 pm, Denver Colorado local time.. An affirmative response would include literature, brochures and such other materials which correspond to the required services and supplies stated herein. This information will be evaluated and used to determine if competitive opportunities exist. No solicitation document exists. Therefore, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement. See Note 22.
