- BLM Request for Proposal NAR070008, Wood-strand Erosion Control Material. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The anticipated award date is November 30, 2006 for a firm fixed price contract. GENERAL DESCRIPTION OF SUPPLIES: The Bureau of Land Management (BLM) Salt Lake City Field Office has a requirement for 2,250 bales of wood-strand erosion control material to be delivered to the Pilot Fire ICP location in Box Elder County, Utah. The wood-strand erosion control material should be a wood based material specifically designed to be used for wind and/or erosion control with regard to Emergency Stabilization and Rehabilitation (ESR) and Burned Area Emergency Response (BAER) efforts, which require dense woody material that will hold on to steeper slopes and graded areas and will last more then one post-fire growing season. The wood-strand material will be used for aerial application to prevent erosion and lessen recovery time of land areas affected by fire. The wood-strand erosion control material must be of the following specifications. 1. All material must be weed free. 2. Wood strands must be 4-6mm in width and of various lengths between 60-240mm. The thickness of the wood strands must be 2-4mm and each bale should consist of no more than 50% of any single length by weight. 3. The wood strands must be made from non-bark material and must be manufactured from materials that are visually inspected to be free of known insects and disease that could be transported to other locations. 4. Wood strands must be baled into 600-700 lb bales in the quantity specified above. 6. All bales must be held together by wire or synthetic twine. 7. Bales must be stored in a covered location and must remain dry throughout the period of production to delivery to the BLM. Stacked bales must be allowed to have air circulate to allow moisture content to decrease. DELIVERY: Delivery shall commence upon award of contract. Upon award of the contract, a minimum of 264 bales shall be delivered each week through February 7, 2007 until 2,250 bales have been delivered in total. Due to logistical concerns, deliveries may be made on only two of the five business days. The contractor is required to contact the Government Point of Contact two (2) business days prior to commencement of delivery to make arrangements for a BLM representative to be onsite to administer and oversee delivery at the said location and to make periodic inspections with regard to progress.
