Description
NAICS Code: 541990 This is a sources sought notice for written information only. The Government does not intend to award a contract on the basis of this notice or reimburse the costs incurred by potential offerors in providing the information requested herein. In preparation for an upcoming procurement, the U.S. Environmental Protection Agency (EPA) Office of Radiation and Indoor Air (ORIA), Indoor Environments Division (RPD) is conducting market research to determine potential sources for services involving the analysis of data from a study of air quality in the schools environment, using FAR Part 13 -- Simplified Acquisition Procedures. IED is dedicated to the development and implementation of control strategies which would prevent, diagnose, abate, and mitigate indoor pollution, including the development and dissemination of guidance on those aspects of building design and construction, operation, and maintenance that affect the indoor environment. Using the best science available, the division develops and disseminates information, guidance and solution-oriented messages and serves as a catalyst for action by guiding research, using innovative and creative risk communication tools, and by building public-private partnerships. Under the proposed Purchase Order, the contractor shall: (1) analyze the potential association between Indoor Air Quality (IAQ) and student performance, using previously collected data from a well designed and implemented study in the school environment; and (2) investigate potential enhancements to EPA's messages on IAQ and student performance through an examination of the associations between IAQ Tools for Schools (TfS) guidance, improvements to the air quality of schools, and improvements in students performance. This work will require contractor expertise in the areas of indoor air quality in schools, EPA's IAQ TfS Program, design and implementation of environmental monitoring studies, epidemiology and/or statistics. The North American Industry Classification System (NAICS) code for this procurement is 541990, with a size standard of $6.5 million. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested potential offerors to submit a brief capability statement demonstrating how they plan to meet the above requirement. Submissions shall be limited to (2) two pages. Standard brochures will not be considered as a sufficient response to this notice. The capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; (4) Experience in the above-mentioned areas; and (5) Business size and classification (small, large, small-disadvantaged, certified 8(a), HUBZone, woman-owned, service-disabled veteran, Native American, etc.) Businesses should submit an electronic copy of the requested information to Nicole Humphrey, Contract Specialist, at humphrey.nicole@epa.gov no later than November 22, 2006, 4:00 p.m. EST. The method of competition will be determined after all responses to this notice have been evaluated.
