Description
This is a Request For Information (RFI), a market survey to gain knowledge of interest, capabilities, and qualifications to be used in planning a future best value requirement. It is not a Request for Proposal (or solicitation) or an indication a contractual commitment will exist for this requirement nor does it restrict the Government as to the ultimate acquisition approach. No reimbursement will be made for any costs associated with providing information or products samples in response to this synopsis or any follow-up information requests. This RFI is for planning purposes only and to gain knowledge regarding the capabilities and qualifications of companies interested in participating in satisfying this requirement. Responses will be reviewed and may result in further clarifications to further explore commercial capabilities with selected respondents. As industry may expect to see portions of submitted information in future solicitations, portions of the response co ntaining proprietary information should be clearly marked as such. Information submitted will not be returned to the respective respondents. The purpose of this REQUEST FOR INFORMATION (RFI) is to determine if there are sources capable of satisfying the governments requirement as follows: The Marine Corps is seeking information on non-lethal weapons systems (delivery systems and munitions) that can be used to deliver munitions payloads at ranges up to and beyond 150 meters that distract, disorient and incapacitate riotous crowds or belligerent forces. The system will be referenced as the Mission Payload Module-Non-Lethal Weapons System (MPM-NLWS). The Marine Corps and Joint Forces have a mission to move into urban areas and confront force belligerent personnel by using this counter-personnel non-lethal weapons system to provide an improved non-lethal capability to control crowds, deny/defend areas, controlling access and engaging threats while providing increased stando ff for protection of friendly forces. The Marines Corps is seeking so lutions and design concepts from industry for tube launched and other types of munitions and payload technologies that will be capable of incapacitating, disorienting, and distracting human targets at greater ranges, and provide greater area coverage and duration of effects than current NLW systems. This system must be able to be mounted onto the High Mobility Multipurpose Wheeled Vehicle (HMMWV) with the capability to be dismounted to provide a range of non-lethal weapons effects. The equipment shall be fully capable of being operated, maintained and stored in hot, ambient, and cold temperatures and rugged enough to withstand the rigors of convoy operations in an urban environment. To expedite the RFI process, two types of data will be collected for this market research. First, a questionnaire will be provided for potential vendors to supply their organizational information, point of contact, technical core competencies and past performance information. The questionnaire is configured so interested firms can provide capability statements that include the following information: 1) Company name, address, point of contact name, telephone, web and email address; 2) Business size status (Large, Small, 8(a), 3) Company experience - Where, when, and for whom have you done similar work. Telephonic or verbal responses will not be accepted. Secondly, the additional technical data as previously described for the system(s) should be made available in electronic format (MSOffice, PDF format) All data received in response to this sources sought announcement that is marked or designated as corporate or proprietary information will be fully protected from release outside of the Government. Responses will be reviewed and may result in further clarifications to further explore commercial capabilities with selected respondents. All responses shall be submitted by email.
