Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The SPS JPMO seeks proposals on a full and open competition basis. The anticipated award will be FFP with a base and 4 options which has been proposed under an existing contract vehicle such as FSS/GSA, Army ITES, or any other. Consolidated Program Support Services Statement of Objectives Standard Procurement System Joint Program Management Office November 07, 2006 1.0 Background The Army Program Executive Office (PEO) Enterprise Information Systems (EIS) Standard Procurement System (SPS) Joint Program Management Office (JPMO) is in the process of acquiring and fielding a commercially based application to support the automation of contracting offices through the Department of Defense (DOD). This program will continue in an evolutionary spiral development cycle for several years and will require the use of modern technologies to perform its mission. The SPS JPMO has ongoing requireme nts for technical support services that meet performance of its mission. 2.0 Scope The scope of this contractual effort includes a full range of activities necessary to enhance, coordinate, and manage the program support services of JPMO administrative support, budget & contracting support, configuration management, data & information an alysis, integrated schedule management, management of program databases, milestone documentation, outreach & communications, program change management, program planning, program documentation management, program management, stakeholder accountability & rep orting, and suspense tracking for the benefit of the SPS program. A Full Deployment Decision Review (FDDR) is scheduled for September 2006 and Full Operating Capability (FOC) is scheduled for 2009. It is anticipated that the scope and resources for option years beginning with FY09 should decrease. Each proposal shall p rovide their approach for this decline in resources. 3.0 Personnel Qualifications The contractor shall provide qualified personnel to manage and execute all aspects of the Statement of Objectives (SOO). The necessary skill sets are those required to fully support the program and technical objectives and related support tasks outlined in this SOO. 4.0 Applicable Documents N/A 5.0 Program Objectives 5.1 Execute Administrative Support: Provide effective administrative support to the JPMO personnel. This includes such activities as but is not limited to coordinate schedules of senior staff, coordinate and schedule meetings, coordinate onsite buil ding office policies and procedures, manage timekeeping and leave requests for all Government personnel, prepare correspondence and forms, answer telephones, process Government travel claims and maintain travel files, filing, duplication of documents, Demo nstrate proficiency in Lotus Notes Databases, Microsoft Office 2003, and MS Outlook. 5.2 Perform Budgeting & Contract Support: Provide effective budgeting and contracts support to the JPMO contracts team. Maintain internal SPS JPMO Budget processes and procedures in support of the JPMO Program Manager. Ensure that all SPS related co ntract actions are processed IAW standard office procedures and regulations. All contract actions will be tracked within the SPS application as determined by the Contracting Officer using established processes and procedures. 5.3 Execute Configuration Management Support: Enhance and maintain product baselines and achieve a defined, repeatable, managed process for ensuring artifacts are cataloged, kept secure and current, and that actions needed are identified to the appr opriate parties. 5.4 Perform Data & Information Analysis Support: Provide data and information analysis for the JPMO SPS senior staff, contracts team and other personnel to support the SPS program. 5.5 Execute, manage and update Integrated Schedule Management: Perform integrated schedule management for the SPS Program, including deployment, training, testing development, delivery both of the contractors and Government tasks pertaining to SPS PD2 increments two and three. Provide reporting as requested to the JPMO SPS senior staff, contracts team and other personnel to support the SPS program. 5.6 Perform Program Database Management: Provide program database management for all databases that support the SPS program. 5.7 Execute Milestone Documentation Support: Manage documentation pertaining to SPS program milestone requirements. Provide support to the JPMO staff to maintain the various SPS acquisition management documentation for the overall SPS program. 5.8 Execute Outreach & Communications Management: Achieve a coherent and comprehensive communications program that informs both internal and external stakeholders about the SPS program and its product suite. Facilitate internal program cross fertili zation. 5.9 Execute Program Change Management: Identify opportunities and achieve strategies for reducing resistance to the transition from legacy systems to the SPS. Facilitate change across the organization. 5.10 Execute Planning Support: Enhance the overall plan including deployment and training plans and develop an integrated electronic planning management system for the SPS program. 5.11 Perform Documentation Management: Achieve an easily accessible library of required program documents in support of the SPS program. Documents will complement one another and fact-of-life changes will be reflected in all applicable documents, with ve rsion control maintained throughout the document lifecycles. Comply with Statutory, Regulatory and other Programmatic requirements for ACAT1AM program documentation. 5.12 Perform Program Management Support: Provide assistance to the JPMO staff to maintain the various SPS acquisition management strategic data and information for the effective performance of the overall SPS program. 5.13 Execute Stakeholder Accountability & Reporting Support: Achieve managed process for accounting for customer requirements and their fulfillment in the SPS product suite. Achieve managed process for communicating with change targets and assessing fulfil lment of desired change in the acquisition community. 5.14 Perform Suspense Tracking: Coordinate external and internal interfaces as related to suspense and tasking actions. Develop and maintain an electronic Message Control system. Produce program and metric reports. 5.15 Perform Program Reporting Requirements. Demonstrated experience must be shown for the following applications, databases and reports: 5.15.1 Probability of Success reported monthly via the AIM system. 5.15.2 SMART charts via the AIM system. 5.15.3 ETP monthly metrics and milestone reporting. 5.15.4 DITPR updates  quarterly. 5.15.5 IRB  annual certification. 5.15.6 Clinger-Cohen reporting via the AIM system. 5.15.7 DAES report - quarterly reporting per the NII memo on IT Programs and Acquisition under ASD(NII)/DoD CIO Oversight. 5.15.8 Completed via CARS  desk top application. 5.15.9 This is also the system that maintains the baseline APB. 5.15.10 QPR charts/briefing reported quarterly via a standard PowerPoint brief. 5.15.11 BTA/DBSAE has a one page slide monthly. 5.15.12 TRIANNUAL review  Format is dictated by DCMA and quarterly for PEO EIS and DFAS Rome documenting open Army FDNs. 5.15.13 Budget Exhibits  twice a year (PB and POM) via Army, DCMA and BTA. 5.15.14 IT 300 (also a budget exhibit but reported via SNAP-IT)  biannual report. 5.15.15 SCIR  this is a 300 artifact. Reported via SNAP-IT - biannually . MOP, SOF, and Control Sheets  to DCMA and Army. BTA reporting requirements as required. 5.16 Facilitate Performance Capabilities: Achieve synergistic decision making in the JPMO for identifying steps needed to move forward in managing change, problem-solving, and consensus-building through use of techniques like brainstorming and nominal gro up technique. Assure meeting activities are recorded and actions needed are identified to the appropriate parties. 5.17 Other Objectives/Tasks: maintain and utilize business performance expectations (i.e., capabilities with Lotus Notes, Microsoft Office Suite, Microsoft Outlook et cetera) in performing SOO objectives. Successful performance of Program Objectives are essential to the effectiveness and efficiency of the JPMO in accomplishing its mission to provide the user community with the best commercially based application to support the automation of contracting offi ces through the DOD. 6.0 Performance Based Success Contract success will be determined by the Government on a performance based basis and judged by the contractors ability to provide a maximum level of service that is consistent with industry and Government standards at a reasonable price. The contractor must propose and meet performance satisfaction goals as follows: Performance Level Performance Criteria Minimally Successful Fully Successful Exceptionally Successful 7.0 Subcontracts/Consultants The Contractor may request or propose, on a case-by-case basis, subcontract and/or consultant support for specific technical objectives or tasks. 8.0 Period of Performance The period of performance for this contractual action is one base year with four one year options is as follows: Base Year January 8, 2007 through January 7, 2008 Option I January 8, 2008 through January 7, 2009 Option II January 8, 2009 through January 7, 2010 Option III January 8, 2010 through January 7, 2011 Option IV January 8, 2011 through January 7, 2012 Currently there are existing contracts and task orders for certain program control management and support objectives. It is anticipated that there will be some overlap of performance between these existing contracts and task orders and this contractual req uirement. 9.0 Place of Performance Work shall be performed in the Governments office space at 4114 Legato Road, Fairfax, Virginia or at the contractors location. Local travel to meetings in and around the Washington, D.C. metro area shall be necessary on an ad hoc basis. 10.0 Required Government Furnished Property, Equipment and Information Access to office space, office equipment, telecommunication resources and so forth may be provided as required. 11.0 Security Requirements Work under this contract will be unclassified. Contractor personnel visiting any Government facility in conjunction with this contract shall be subject to the Standards of Conduct applicable to Government employees. Site specific approval regarding access, issue of security badges, and so forth will be coordinated as required by the JPMO and Contractor jointly. Contractor personnel are required to meet Information Technology level III (IT-III) requirements as defined in Army Regulations: AR25-2, specificall y sections 4-14 and 4-15. Contractor personnel are required to obtain and use the DOD Common Access Card (CAC) in performance of their requirements. And, the Contractor is required to safeguard information labeled as proprietary. Privacy Act requirements. All Contractor personnel assigned to this contract will have access to information that may be subject to the Privacy Act of 1974. The Contractor is required to ensure the proper safeguarding of such information to prevent unautho rized release. 12.0 Organizational Conflict of Interest The parties acknowledge that during the performance of this contract resulting from this solicitation that the Contractor may require acces s to certain proprietary and confidential information (whether in its original or derived form) submitted to or produced by the . Such information includes, but is not limited to, business practices, proposals, designs, mission or operation concepts, sketc hes, management policies, cost and operating expense data, technical data and trade secrets, proposed JPMO budgetary information, and acquisition planning or acquisition actions, obtained either directly or indirectly as a result of the effort performed on behalf of JPM. The Contractor shall take appropriate steps not only to safeguard such information, but also to prevent disclosure of such information to any party other than the Government. The Contractor agrees to indoctrinate company personnel who will have access to or custody of the information concerning the nature of the confidential terms under which the received such information and shall stress that the information shall not be disclosed to any other party or to Contractor personnel who do not nee d to know the contents thereof for the performance of the contract. Contractor personnel shall also be informed that they shall not engage in any other action, venture or employment wherein this information will be used for any purpose by any other party. Support Contractors knowledge of competition sensitive information, described in the paragraphs above, may unfairly affect its competitive position in future JPMO research solicitations. The Contractor understands that, during performance of the contract resulting from this contract and for a period of up to two (2) years after the completion of is performance of the contract, the Contractor, any affiliate of the Contractor, any joint venture involving the Contractor, any entity into or with which the Cont ractor may merge or affiliate, or any other successor or assignor of the Contractor any not be eligible to participate as a prime Contractor, subcontractor, consultant, joint venture, partner, or other agreements directly impacted by the JPMO SPS legacy sy stems and applications. 13.0 Administrative, Proposal Requirements and Instructions 13.1 Proposal Instructions The complete proposal will both a technical and price proposal. The Technical proposal should include: Part A: Executive Summary Concept of Operations Roles and responsibility matrices Contract Work Breakdown Structure (CWBS) and Performance Work Statement (PWS) Part B: Quality Assurance Plan including Quality Performance Metrics, Management Information System Reporting Program, and Incentives Program Part C: Resumes for Key Personnel Part D: Quality Certifications, if applicable Part E: Subcontracting Plan Summary Information, if applicable Part F: Data Rights Package/Matrix, if applicable Part G: Past Experience/Performance Price Proposal: Contractors shall submit other than cost and pricing data supporting information in sufficient detail to enable the government to evaluate the reasonableness and realism of proposed prices. This includes providing a complete basis of es timate breakout (BOE) of the component items that make up each orderable service. The cost proposal should be sufficiently detailed to allow comprehensive understanding of cost reasonableness as well as provide a baseline for future modification/changes. NOTE: Proposals should not exceed 75 pages. 14.0 Proposal Submission The due date for receipt of proposals for this solicitation is due no later than 11:00 PM (est), December 8, 2006. All forms of proposal submission must include a signed cover sheet. Proposals should not exceed 75 pages. Proposals can be: (a) Submitted/Uploaded electronically via email to elizabeth.cloutier@eis.army.mil (Note: Email restricts the formats of uploaded documents to those in MS Word, MS Excel, or pdf) 15.0 Due Dilig ence JPMO will hold meetings November 15-22, 2006. The members of this team will try to provide answers to any question concerning this process that are factual and that do not express preferences for any specific solutions. However, there may be instances where preferences are expressed or implied due ei ther to the nature of the question or the inability to answer without expressing a preference or an opinion. You are cautioned that the answers reflect the opinion or preference of the individual or his/her organization and may not be representative of th e best overall solution for the SPS JPMO/PEO EIS that you are charged with providing. 16.0 Due Diligence Scheduling The purpose of due diligence is to provide as much information concerning the goals and objectives for the Consolidated Program Control requirements as possible. A due diligence meeting will last no longer than 1 hour. Your schedule will be confirmed via email by close of November 14, 2006. 17.0 Other Required Documents Offerors should be aware that, upon receiving an award, the following additional documentation will be required: Non-Disclosure Agreement. Each employee of the successful Offeror will be required to sign a Non-Disclosure Agreement (NDA) prior to commencing work under this Order. The supervisor/manager of the proposed personnel will also be required to sign the NDA on behalf of the Contractor. Attachment A to this solicitation includes the current NDA that should be used, unless otherwise instructed by the G overnment. 18.0 Evaluation Criteria In response to the government statement of objectives, the contractor shall submit a proposal that details the personnel, product, schedule, deliverables and projected costs of each task to be performed under this acquisition. like system data. The Government intends to issue an award based on the proposal offering the best value solution. The Government reserves the right to not award a contract as a result of this competition, if in the opinion of the Source Selection Official (SSO), none of th e submitted proposals would provide satisfactory performance. The SSO may reasonable determine that the superior solution/approach merits a higher price, and therefore represents the best value to the Government. The SSO, using sound business judgement, wi ll base the selection decision on an integrated assessment of the proposal's relative capability as measured against the below evaluation factors. Factor 1 - Technical/Management Solution/Approach. Factor 2 - Performance Measurement and Management Program (Metrics). Factor 3 - Past Experience (include references for all contracts for the last 2 years). Factor 4 - Price. Factors 1 and 2 are equal and each is significantly more important than Factor 3. While the price factor will be an important part of the integrated selection decision, the non-price evaluation factors are significantly more important tha n the price factor. However, Price will become increasingly important as proposal evaluation ratings for non-price factors approach equal. Factor 1: Evidence of the quality of the technical/management solution/approach includes: (a) a coherent, actionable and realistic concept of operations that clearly articulates the operational aspects of a performance-based partnership and explicitly describes the expected performance of the Government and contractor teams. (b) A comprehensive performance work statement and contract work breakdown structure that identifies the services to be delivered to meet the program and mission requirements set forth in the statement of objectives. (c) A sound technical proposal that clearly d emonstrates how implementation of the proposed solutions will deliver timely, standard, stable, reliable, secure, flexible, responsive compliant, and cost effective services to meet the needs of the SPS JPMO and its stakeholders. (d) A sound partnering approach to managment that demonstrates the ability to aggressively identify and apply information technology solutions to the SPS JPMO's business processes. The management approach provides: 1. Highly qualified and experienced pers onnel with a proven track record of success. 2. Transparent governance procedures that include clear lines of open and honest communication between the Contractor's team and the Government for timely problem identification, mitigation and resolution. Progr am clearly fosters a partnering environment that is based on achieving shared goals and objectives. Factor 2: Performance Measures and Metrics: the offered performance metrics will be evaluated for the extent that they: (a) are comprehensive in their ability to quantify, measure, track, and report operational performance relating to management performance as well as achievement of the JPMO objectives and business results, (b) commit to the highest level of service consistent with cost effectiveness, (c) are tied to performance incentives and disincentives that are directly related to meeting or exceeding mission critical performance metrics. 19.0 Submission of Questions Any questions regarding this solicitation must be provided in writing to the Point of Contact listed below. Acceptable forms of written question submission include fax and e-mail. Questions submitted less than 72 hours prior to the closing date for pro posals may not be answered and the due date for submission of proposals may not be extended. 20.0 Solicitation Amendments Any amendments to this solicitation will be posted along with the solicitation on the FedBizOps website.
