- This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-07-4389-02 is issued as a request for quotations and incorporated provisions and clauses that are in effect through FAC2005-08, Far 52.219-6, notice of Total small business set-asice is applicable to this acquisition. The NAICS code is 541620, SIC code 8748. The small business size standard is 500 employees. Item description : Stemple Creek Watershed is a USDA-Natural Resource Conservation Service Special Emphasis Watershed of the Conservation Effects Assessment Project. Riparian buffers (RB) and vegetated filter strip (VFS) are among the proposed conservation practices to be evaluated in the Stemple Creek Watershed. The Riparian Ecosystem Management Model (REMM), developed by USDA-ARS will be used to estimate the effects of these conservation practices (RB and VFS). A contractor will be hired to use REMM to determine the effects of different size buffers on water quality in the Stemple Creek Watershed. The contractor will work with ARS personnel to develop the test scenarios. ARS personnel will provide appropriate data to contractor to accomplish simulation modeling. The contractor will use REMM to simulate the effects of buffers on pollutant loadings in the test scenarios. Input data to REMM and output simulation data from REMM will be summarized in graphs and tables suitable for publication in scientific journals. Contractor must have at least one year of experience using REMM, including training by USDA-ARS. Contractor must supply evidence of at least one refereed journal publication using the Riparian Ecosystem Management Model. Project should be complete within four months of beginning of contract.. Payment under this contract will be made by electronic funds transfer. Successful offeror must accept government purchase card or be set up with USDA vendor express program at the time invoice is submitted. Vendor MUST be in CCR and ORCA before purchase order is issued. Delivery is required within 16 weeks ARO. Delivery is FOB Destination to USDA, ARS, Tifton, GA. The government anticipates award or a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. The provision at 52.212-2, Evaluation - Commercial items, applies to this acquisition. The contracting officer will make award based on price and price-related factors. . FAR 52.212-4, Contract Terms and Conditions - Commercial items, applies to this acquisition.
