- The General Services Administration Federal Acquisition Service (FAS), on behalf of the U.S. Army, intends to award a sole source contract for the formulation of specific Joint Network Node ? Network (JNN-N) training courses and the acquisition of related training aids which includes such things as management/server/network planner labs and network connections. The required JNN-N formulated courses and training aids are necessary to conduct training in support of mission requirements for the United States Army Signal Center and School (USASC&S), Directorate of Training (DOT) located at Fort Gordan GA. The period of performance will be 12 months from date of award. The government intends to enter into the sole source contract with General Dynamics C4 Systems (GDC4S), 400 John Quincy Adams Road, Taunton, MA 02780, for the formulation/acquisition of the required JNN-N training materials and related training aids. GDC4S developed the JNN-N system under a previous contract and is the only known source available that possesses the required training capabilities, knowledge of the design of the JNN-N, its technical data, and access to the actual required equipment necessary to fulfill government?s requirements. As a result, the applicable statutory authority permitting Other Than Full and Open Competition is 41 U.S.C. 253(c) (1), as cited in Federal Acquisition Regulation (FAR) 6.302-1 entitled ?Only one responsible source and no other supplies or services will satisfy agency requirements.? The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government shall give consideration to any responses received within 15 days from the date of publication of this announcement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be submitted no later than 3:00 PM (EST), 21 Nov 2006 to Dana Stewart via email dana.stewart@gsa.gov. Late responses will not be reviewed nor considered. All interested and capable parties that submit timely responses to this notice will receive a copy of the resulting Performance Work Statement and its accompanying documents upon release of its solicitation package via GSA?s IT Solutions Shop (ITSS) web-based Order Processing System (http://it-solutions.gsa.gov). All interested vendors? must be properly registered in ITSS to ensure receipt of any resulting solicitation which would be released around 21 Nov 06. Capabilities Packages- Interested parties must submit a capabilities package, that is brief and concise, yet clearly demonstrates their abilities to meet the stated requirements with sufficiently qualified personnel. The capabilities package should clearly present evidence that the interested party is fully capable of providing the required services and as such may contain any information (subject to the page limitations stated below) the interested party feels is relevant. The following issues must be addressed: a. Clearly describe your company's background and experience, within the past three years, in delivering specifically the above described services. b. Clearly describe your company's ability to respond to urgent and short notice requirements. c. Provide representative resumes that exemplify the types of persons you would identify to provide management, administrative, and technical requirements. d. Provide any other information you think we need to evaluate your capabilities. The capabilities packages should present clear evidence that the interested party is fully capable of providing required services and as such may contain any information the interested part feels is relevant. Responses must not exceed seven single-spaced, 12 point typed pages. All materials submitted in response to this synopsis notice must be received by GSA?s Point of Contact below no later than 21 Nov 06. Company Information - Provide the following information about your company: a. Points of Contact (POCs), addresses, phone numbers and email addresses (NOTE: When registering in GSA?s ITSS system, be sure the POCs email address and ITSS registration name and address are an identical match to facilitate receipt of the solicitation as appropriate.) b. List any contract and relevant information on any existing contracts that may be utilized for this effort (e.g., GSA, etc.) c. Business Size Any information submitted by respondents to this synopsis notice is strictly voluntary. The Government will not reimburse the respondents for any costs associated with their responses. This synopsis does not constitute a Request for Proposals (RFP), or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government may award a contract solely on the basis of this notice. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided.
