Description
The United States Senate, Office of the Sergeant at Arms (SAA) has unique design and support requirements for the backup and recovery of its mission-critical systems, such as its Active Directory Messaging Architecture Exchange environment. The SAA requires subject matter expert (SME) support to supplement its professional staff to provide on site technical support for the state-of-the-art disk and tape backup and recovery solution implemented at the Senate. The implemented solution provides intermediate backup to disk, recovery services, and remote vaulting capabilities for all Windows and Unix hosts in the event of outages. The Contractor shall provide a data backup SME support to work on site to manage the operation of the Senate data backup infrastructure, train and mentor Senate personnel in data backup management, and develop policies and procedures for management of Senate data. The SME shall work within existing teams under project management of the SAA. The SAA anticipates the need for services of one (1) data backup SME for a twelve-month period. Depending on work accomplished and project schedules, the contract may contain four (4) option periods, each for an additional twelve (12) months of support. Depending on project schedules and work requirements, the SAA may require additional contractor personnel during the period of performance. REQUIREMENTS: Failure to provide a response to the requested information or requirements below may result in disqualification of the vendor from further consideration by the SAA. The proposed SME shall have demonstrated experience with the following hardware and software environments: LEGATO, NETWORKER, EMC Clariion CX500, SUN/STK SL8500, Automated Cartridge System Library Software (ACSLS), and Brocade DS4100B, along with demonstrated experience with Microsoft Exchange, EMC BCV Backups, and Disk to Disk backups and Disk to Tape Cloning processes. The SME must also have knowledge of, and experience with data backup environment and enterprise IT infrastructure storage market, and industry standards for data management and protection. The SME must be able to operate with minimal supervision. Qualified vendors must show their ability to provide these services by providing: a) A resume (limited to three pages) for the SME. b) Three (3) past performance references within the last two years in which the vendor has successfully provided similar services. Each past performance reference must provide: 1) name of the customer or company; 2) name and phone number of the primary contact with customer or company; 3) brief description of contract; 4) dates of services; and 5) total contract value. INSTRUCTIONS: Responses to this sources sought request are due to the POC no later than November 20, 2006 at Noon EDT, and shall be submitted electronically via email only, to the attention of Kathleen M. Haddow at acquisitions@saa.senate.gov. The subject line of the email message shall be SSN 2007-S-005 Data Backup SME. No other method of transmittal will be accepted. The response shall not exceed ten (10) pages (excluding resumes). Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor information. The information supplied in response to this sources sought notice will be used to pre-qualify firms that may be invited to submit proposals. Vendors responding to this sources sought notice and deemed qualified by the SAA will be requested to submit a proposal in response to a solicitation or request for quotation. Only pre-qualified firms will be permitted to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation or request for quotation in mid December 2006. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. THIS IS NOT A REQUEST FOR PROPOSAL.
