Description
NAICS Code: 541360 The United States Environmental Protection Agency (U.S. EPA) intends to award a sole source purchase order to Globe Explorer of Walnut Creek, California. The purpose of this acquisition is to provide an Internet-based service for high quality and satellite imagery of the United States and border regions. The EPA's Geospatial Community, consisting of over 300 experts from the 10 regions and 7 major programs use this imagery to conduct a variety of forms of analysis and models. Globe Explorer is a small business entity that provides the imagery through a web-based service that charges EPA based on the number of pixels of imagery accessed. Absent access to Globe Explorer, EPA would have to spend several weeks and considerable manpower converting and loading a terabyte of unprocessed imagery provided to us by the Defense Department. Globe Explorer is the only commercial service that provides high quality and comprehensive imagery for the nation and providess this imagery in formats suitable for directly integrating into our ArcESRI tools. Our market research indicates that there is no other commercial service that provides the full range of imagery available directly through Globe Explorer. Finally, Globe Explorer is currently integrated into a number of EPA's applications and redirecting these applications to another viable service would not be cost effective for the Government. It is believed that any cost savings which may be achieved through competition cannot offset the cost of the in-house effort to redirect and rework these applications to another viable service. Offerors who can provide an equivalent system to the Globe Explorer which can be proven to be fully compatible with the pre-existing systems can submit a capability statement to the U.S. Environmental Protection Agency c/o Elaine Scott 1200 Pennsylvania Avenue., N.W., Washington, D.C. 20460 U.S. EPA Mail Code 3803R or via email at scott.elaine@epa.gov by 2PM EST Tuesday, November 14, 2006.
