Description
The U.S. Department of State, Bureau of Diplomatic Security has a requirement for providing professional support services for training and instructional operations. Which include Instructional Design, Course Delivery, Course and Curriculum Management, Accreditation Management, Implementation Support, Information Assurance Training Implementation, Technology-based Training Support and Design, and Program and Administrative Management. These services assist the Diplomatic Security Training Center (DSTC) in assuring the Department of State is fully prepared and have the skills needed to fulfill the Department's missions of diplomatic security for the front line defense on threats of hostile intelligence services, terrorists, and criminal and technical attacks. This requirement requires the necessary personnel, material, equipment, services and facilities to perform. The contractor shall provide guidance and coordination for ensuring effective and economical services. It imperative the operational programs of Diplomatic Security be supported at all times by trained professionals and that DSTC products and services are effectively positioned to respond and meet all training requirements within the limits of their mission. The overall goal is to deliver training when needed. DSTC and programs and other Department of State's security programs count on a coordinated effort to mutually support each other and sustain the Department's overall security efforts. A high level of teamwork and flexibility is required to ensure success with these types of collaborative areas. The contractors shall have an interim Top Secret clearance by contract award date. At least 60% of contractor's personnel are expected to travel overseas. In addition, a Top Secret SCI will be required of some contractor personnel for work on Technical Surveillance Countermeasures curricula. The NAICS code is 5616110. It's anticipated that this requirement will be awarded as indefinite delivery, indefinite quantity firm-fixed price labor-hour type contract for a base period of one (1) year with four (4) one year options. This procurement action is being considered for an 8(a) or Service Disabled Veteran Owned Small Business set-aside.
