Description
THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. The purpose of this sources sought synopsis is to gain knowledge of qualified sources for a potential contract for expert services for system administration and support that will meet the needs of the U.S. Census Bureau Budget Division. The Census Bureau Budget system is the Consolidated Budget Reporting Application (COBRA). COBRA is the system of record for project listings and project funding amounts. HYPERION PLANNING with the Essbase database, using Microsoft (MS) SQL Server 2000 database for metadata management, provides the core transactional and reporting functionality. Preliminary personnel resource information feeds to COBRA from the Commerce Business System (CBS). Users update personnel resource and enter funding information to transaction screens. Funding information then feeds into CBS. COBRA allow users to create and route for approval Project Descriptions (PD), Position Listings (PL), Operating Plans (OP), and Budget Planning Documents (BPD) in support of budget formulation and budget execution activities. Budgets are linked at a project and participating organization level to Census Bureau Strategic Goals and Performance Targets. COBRA was constructed from commercial off-the-shelf (COTS) and open source components. The core transactional and reporting functionality is provided by the HYPERION components. This includes (1) HYPERION Application Link 7.1, (2) HYPERION Planning 3.5, (3) Hyperion Reports 7.0, (4) Hyperion Essbase 7.1, and (5 Hyperion Essbase Deployment Services (EDS) 7.1. The system is web-based with system components using .NET 2003 web services and Java Server Pages (JSP) on Apache Tomcat, IIS, and Web Logic. System components, including customizations, are coded in C# and Java. Job streams are controlled using Vignette Business Systems. Configuration management is done in Visual Source Safe 6.0.COBRA supports approximately 150 users at Census headquarters and the National Processing Center. The potential contractor will be required to perform four (4) specific tasks: Task 1 Plan, Manage, and Implement System Architecture Enhancement, Task 2 Plan, Manage, And Implement Software Upgrades, Task 3 On-Going System Maintenance, and Task 4 Assist Functional Staff. Interested companies should be experienced in the following areas: Experience implementing and supporting at least three certified, operational, installations of Hyperion Planning 3.x, 4.x or System 9; Experience implementing and supporting as least one certified, operational, installation of Hyperion Planning in the Federal Government environment; Knowledge of, and experience with the Commerce Business Systems financial system. Specific experience building and maintaining system interfaces to/from Commerce Business Systems is preferred; Experience with systems that support position-level budgeting and project descriptions, and Experience implementing and maintaining applications using the Hyperion Planning Suite (Planning, Reports and Essbase) in conjunction with NET C#MS SQL Server framework. Also, demonstrate past performance on similar contracts involving Hyperion Planning, Essbase, Microsoft SQL Server, and NET-based applications. The potential contractor should meet the size standard for NAICS Code 518210. Interested companies shall submit three (3) copies of their company capability statements/packages to the U.S. Census Bureau no later than 3:00p.m. November 15, 2006. Interested companies capability statements should clearly address their experience and expertise in the above listed tasks so that the Government may accurately assess Interested Companies Capabilities. Submissions shall be delivered to Ms. Diane Williams, U.S. Census Bureau, Silver Hill Road, Stop 1700, Building #03, Room#G-314M Washington, DC 20233-1700 (regular mail). Cover letters shall include company names, points of contract, telephone numbers, fax numbers, e-mail addresses for points of contact, whether companies are an 8a or small business and applicable NAICS codes. (At this time the potential contract has not been set aside for 8a or small business).
