- Question and Answers for W91WAW-07-R-JAMR 1. Could you please let me know the names of the companies who did the previous, or are doing current, advertising work for DoD recruiting and retention? Answer: Currently, the work on this contract is being performed by Mullen Advertising. I do not have access to all of DoDs contracts. 2. There seems to be two different solicitation numbers that have come out for this request and I would like to verify which one you would like us to respond to? The original solicitation number we were responding to was W91WAW-07-R-JAMR dated 10/18. The n on 10/27 a new notice came out with what appears to be the same information and Performance Work Statement, but solicitation number USA-SNOTE-061027-001. Please verify which solicitation number is correct and if indeed anything has changed in the PWS? Answer: You may respond to both if you like. The description on W91WAW-07-R-JAMR clearly state this is a sources sought/market survey being conducted in accordance with the Federal Acquisition Regulation (FAR)10.001 to determine the extent of small busine ss capabilities in performing the requirement for procuring services for a full-service marketing communications agency. The description on USA-SNOTE-061027-001 state this is a request for information only to solicit information in accordance with the Fed eral Acquisition Regulation (FAR) 15.201(e) to allow the private sector the opportunity to provide an innovative, end-to-end (not piecemeal) solution for a full-service marketing communications agency. 3. The links are not operating to obtain the draft copy of the Performance Work Statement from the following web site: http://dccw.hqda.pentagon.mil/services/RFP1. If possible can you direct me to another web site? Answer: You must first register before access can be granted. Once registered, if you are still experiencing problems accessing the site, click on the contact us tab for assistance. 4. I was wondering if there is an incumbent contractor, or if this is a new requirement? If it's a new requirement a simple 'no incumbent' would be a big help. Otherwise, if you can provide me any of the following information I'd really appreciate it: -Contractor name, Contract #, Award date, contract type, duration, max. value of contract Answer: Incumbent contractor-Mullen Advertising, Contract number-DASW01-02-D-0002, Award date-January 28, 2002, Contract type-Fixed Price, Duration-base plus 4 options, max value-$90M 5. What is the page limit for the solicitation? Answer: There is no page limitation 6. What is the PWS? Answer: PWS is Performance Work Statement. See part 2 (Definitions & Acronyms) for the definition. 7. How do I submit our information as requested in this posting? Also - place of performance - are you looking for an on-site contractor(s)? Answer: The description clearly state: Capability packages shall be delivered using one of the following methods: E-MAIL to gayna.malcolm@hqda.army.mil or EXPRESS MAIL: Packages submitted by express mail services (e.g. Federal Express, United Parcel Servi ce, DHL, etc.) shall be submitted to Contracting Center Of Excellence, Attn: Gayna C. Malcolm-Packnett, Rm 1C256, 5200 Army Pentagon, Washington, DC 20310-5200. Section 1.5.5 of the PWS state the contractors worksite must be geographically located not be more than 3.5 hours from the JAMRS office in Arlington, VA. 8. I understand that this is a new requirement, but can you please tell me if the tasks associated with this offering are currently being performed by government employees or by several contracting agencies. Answer: See answer to question 1 9. Will the government accept, for the purposes of this Sources Sought Notice, proposed small business teams whose combined past performance and current individual specialties satisfy the capabilities evaluation criteria? Answer: Yes Also, will the government accept r esponses from individual small businesses with expertise in only a segment of the capabilities evaluation criteria?
