PART: U.S GOVERNMENT PROCUREMENTS SUBPART: SUPPLIES, EQUIPMENT, AND MATERIAL CLASSCOD: 58-COMMUNICATIONS—Notice of Contract Action (NOCA) OFFADD: ASC/CESS , 2145 MONAHAN WAY, WRIGHT- PATTERSON AFB, OH 45433-7017 SUBJECT: 131 Pod Prototype Modification Allowing Flight Testing Of An Air Force Developmental Techniques Generator And Two Air Force Developmental Fiber Optic Towed Decoys This is not a Request for Proposal Submission. This is a notice of a contract action. The Combat Electronic Systems Squadron (CESS) is contemplating the issuance of a Sole Source Contract with the following contractor: Northrop Grumman Corporation (NGC), ES-DSD 600 Hicks Road, Rolling Meadows, Illinois 60008 No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of a response to this notice. The Government anticipates awarding Time and Material (T&M) Task Order against AF Contract #F090603-03-D0002. The period of performance will be 8 months for this effort at a cost of $1,000,000.00. Acquisition Environment: The statutory authority, which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c) (1), as implemented by 6.302-1(a) (2) (ii) (A); Only one source, or limited number of sources, and no other supplies or services will satisfy agency requirements. J&A# JA-041/22 Nov 02. The program office plans to issue the RFP 15 days from this publication and award this contract by 31 Jul 06. Requirements: The requirement being filled will be to prototype an Electronic Warfare Pod and flight test a developmental Techniques Generator (TG) with 2 developmental FOTDs. Specifically, the proposed 8 month contracted effort will be for engineering services to analyze and retrofit an existing Air Force (AF) ALQ-131 electronic countermeasure pod with an AF provided fiber optic towed decoy (FOTD) launcher and advanced technique generator (TG). The resulting integrated electronic countermeasures pod will be used for flight testing. NGC is the only known source with the knowledge necessary to provide the retrofit and integration efforts required. Technical Objective: Contractor shall analyze and retrofit an existing USAF ALQ-131 electronic countermeasure pod, initially produced by Northrop Grumman, to incorporate a fiber optic towed decoy (FOTD) launcher. In addition, an advanced technique generator (TG), which has been recently developed by Northrop Grumman, will replace the obsolete technique generator functionality presently contained in the ALQ-131. The resulting prototype pod with contractor support will be flight tested for performance on an F-15 aircraft at Eglin AFB early in calendar year 2007.
