- The Internal Revenue Service, National Taxpaper Advocate requires assistance in conducting research to understand the causes of inadvertent noncompliance and the role of preparers in facilitating both inadvertent and intentional compliance. This procurement is a small business set aside, NAICS code is 541720, and the small business standard is $6.5M. The contractor conducting the research must be familiar with the United States tax system and the problems that taxpayers face in complying with the Internal Revenue Service (IRS). The contractor conducting research must have experience working with taxpayers in controversy with the IRS. Also, the contractor conducting the research must be able to identify causes of noncompliance and what motivates individuals to comply or not comply with the Internal Revenue Code; the role that preparers play in compliance or noncompliance; differences in why taxpayers comply or do not comply, and then report on how IRS can use this information to influence taxpayers to move from noncompliance to compliance with the Internal Revenue Code.
